In order to improve the quality of education and the professional growth of the teachers themselves, they must undergo certification. By order of the Ministry of Education and Science of Russia dated April 7, 2014 N 276, a new Procedure for the certification of teaching staff of organizations engaged in educational activities (hereinafter referred to as the Procedure) was approved. The attestation procedure adopted in 2010, accordingly, has become invalid. We will tell you about what's new in the certification process, in what order it should take place, in the article.

According to Art. 49 of the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation" there are two types of certification:
- Mandatory - to confirm the compliance of employees with their positions. It is carried out once every five years without fail;
- voluntary - to establish qualification categories. It is carried out at the request of employees (with the exception of teaching staff from among the teaching staff).
Certification is carried out by certification commissions. At the same time, now, by virtue of the new Procedure, an attestation commission to confirm the compliance of teaching staff with their position is formed independently by an organization that carries out educational activities.
And attestation to establish the qualification category of employees of organizations engaged in educational activities and under the jurisdiction of:
- federal executive bodies - carried out by attestation commissions formed by the federal executive bodies in charge of these organizations;
- a constituent entity of the Russian Federation, as well as municipal and private organizations, - attestation commissions formed by authorized state authorities of the constituent entities of the Russian Federation.
The new Certification Procedure applies to teaching staff of organizations filling positions named in subsection. 2 sect. I Nomenclature of positions of pedagogical workers of organizations engaged in educational activities, positions of heads of educational organizations, approved by Decree of the Government of the Russian Federation of 08.08.2013 N 678, including in cases where positions are filled part-time in the same or another organization, as well as by combining positions along with work in the same organization defined by the employment contract.

Mandatory certification

Certification of teaching staff in order to confirm their compliance with the positions they hold is carried out once every five years based on an assessment of their professional activities. This certification does not pass:
- teaching staff with qualification categories;
- who have worked in their position for less than two years in the organization in which certification is carried out;
- pregnant women;
- women on maternity leave;
- persons on parental leave until the child reaches the age of three;
- absent from the workplace for more than four consecutive months due to illness.

For your information. The list of employees who do not pass certification has been supplemented by the new Procedure. These are those who have worked in their position for less than two years in the organization, as well as those who have been absent from the workplace for more than four months in a row due to illness.

At the same time, the Procedure establishes that certification of women on maternity leave, and persons on parental leave until they reach the age of three years, is possible no earlier than two years after their exit from these holidays, and certification employees who were absent from the workplace for more than four consecutive months due to illness, is possible not earlier than one year after their return to work.
As already noted, an attestation commission to confirm the compliance of teaching staff with their positions is created by the educational institution itself, by order of the employer. The commission includes the chairman, deputy chairman, secretary, members, as well as a representative of the elected body of the relevant primary trade union organization (if such a body exists).
Certification is carried out in accordance with the order of the employer, which determines the list of employees of the organization subject to certification, and the schedule for its implementation. The employer must familiarize the employees with the order for signature at least 30 calendar days before the day of the certification according to the schedule.
To conduct certification for each teacher, the employer submits a presentation to the certification commission of the organization. The view contains the following information about the worker:
- surname, name, patronymic (if any);
- the name of the position on the date of certification;
- the date of conclusion of the employment contract for this position;
- level of education and (or) qualifications in the specialty or field of study;
- information on obtaining additional professional education in the field of pedagogical activity;
- results of previous certifications (if any);
- a motivated comprehensive and objective assessment of the professional, business qualities, results of the employee's professional activity in fulfilling the labor duties assigned to him by the employment contract.
Employees must also be familiarized with the submission against signature no later than 30 calendar days before the day of certification. After reviewing the submission, the employee may submit to the certification commission additional information characterizing his professional activities for the period from the date of the previous certification (for primary certification - from the date of employment).
If the teacher refuses to get acquainted with the presentation, an act is drawn up, which is signed by the employer and the persons (at least two) in whose presence the act is drawn up.

Mandatory certification procedure

Certification is carried out at a meeting of the certification commission of the organization with the participation of a teacher. In case of absence of an employee for valid reasons, his certification is postponed to another date and appropriate changes are made to the certification schedule, about which the employer informs the employee against signature at least 30 calendar days before the new date of his certification. If the reasons for non-appearance are disrespectful, attestation is carried out in his absence.
After consideration by the attestation commission of the submission, additional information submitted by the employee himself, the commission makes one of the following decisions:
- corresponds to the position held (the position of the pedagogical worker is indicated);
- does not correspond to the position held (the position of the pedagogical worker is indicated).
The decision is made by open voting by a majority vote of the members of the attestation commission of the organization present at the meeting, in the absence of the attested employee. An employee is recognized as appropriate for the position held if at least half of the members of the commission voted for him. If the certified person is a member of the commission, he does not participate in the voting on his candidacy.
After summing up the voting results, the results of the attestation are communicated to the employee present at the meeting of the commission and recorded in the minutes. The protocol is signed by the chairman, deputy chairman, secretary and members of the attestation commission of the organization who were present at the meeting, and is kept by the employer.
For an employee who has passed certification, no later than two working days from the date of its implementation, the secretary of the certification commission draws up an extract from the protocol. It contains information about the last name, first name, patronymic of the person being certified, his position, the date of the meeting of the attestation commission, the results of voting, and the decision taken by the commission. The employer acquaints the employee with the extract (under signature) within three working days after its preparation. The extract is kept in the personal file of the teacher.

For your information. The results of certification can be appealed in accordance with the legislation of the Russian Federation.

Attestation commissions of organizations give recommendations to the employer on the possibility of appointing persons who do not have special training or work experience to certain positions of pedagogical workers, established in the "Qualification Requirements" section of the "Qualification Characteristics of the Positions of Educational Workers" section of the Unified Qualification Directory for the positions of managers, specialists and employees, approved by the Order of the Ministry of Health and Social Development of Russia dated August 26, 2010 N 761n, and (or) professional standards, but having sufficient practical experience and competence, qualitatively and in full performing the duties assigned to them.

Voluntary certification

For teachers, two qualification categories (first and highest) are established - for a period of five years, they are not subject to extension.
Certification in order to establish qualification categories is carried out at the request of the employee and on the basis of his application. In the application, the employee indicates the qualification category and the position for which he wants to be certified.
The new Procedure establishes how an application should be submitted to the certification commission - it is submitted directly to the commission or sent to the commission by mail by letter with a return receipt or with a notification in the form of an electronic document using public information and telecommunication networks, including Internet. Applications for attestation are submitted regardless of the duration of work in the organization, including while on parental leave.
Applications for certification in order to establish the highest qualification category for the position for which certification will be carried out for the first time are submitted by pedagogical workers no earlier than two years after the establishment of the first qualification category for this position. The expiration of the highest qualification category does not restrict the right of a teacher to subsequently apply to the certification commission with an application for his certification in order to establish such a category for him in the same position.
If an employee with the first qualification category was refused by the commission to establish the highest category, the first category is retained by him until its expiration.
In case of refusal to establish a qualification category, employees can apply to the certification commission with an application for certification for the same category no earlier than one year from the date the commission makes the relevant decision.
The qualification categories established for teaching staff are retained until the expiration of their validity period upon transfer to another organization, including one located in another subject of the Russian Federation.

Note! Qualification categories established for teaching staff of state and municipal educational institutions prior to the approval of the Procedure are retained for the period for which they were established.

Voluntary certification procedure

As noted earlier, certification in order to establish a qualification category is carried out by certification commissions formed by federal executive authorities or authorized state authorities of the constituent entities of the Russian Federation, depending on the jurisdiction of organizations. When forming a commission, its composition, work regulations, as well as the conditions for attracting specialists to carry out a comprehensive analysis of the professional activities of teaching staff are determined. The attestation commission includes a representative of the relevant trade union.
Applications of pedagogical workers for attestation are considered by attestation commissions within a period of no more than 30 calendar days from the date of their receipt, during which a specific certification period is determined for each teacher individually, taking into account the validity period of the previously established qualification category, and a written notification of employees about the date and place of the event is carried out their certifications.
The duration of certification for each employee from the beginning of its implementation and until the decision of the certification commission is no more than 60 calendar days.
The meeting of the attestation commission is considered competent if at least 2/3 of the total number of its members are present at it.
The new Procedure establishes that a teacher has the right to be personally present during his attestation at a meeting of the attestation commission, and if he fails to appear at the meeting, the attestation is carried out in his absence.

Note! Unlike mandatory certification, when carrying out certification to obtain a qualification category, the validity of the reason for the absence of an employee for certification is not taken into account and the transfer of the commission meeting to another period is not provided.

The decision of the attestation commission is made in the absence of the person being attested by an open vote by a majority vote of the members of the commission present at the meeting. In case of equality of votes, the commission decides on the establishment of the first (highest) qualification category.
When passing the attestation, a teacher who is a member of the attestation commission does not participate in the voting on his candidacy.
The results of the attestation of a pedagogical worker who is directly present at a meeting of the commission are communicated to him after summing up the voting results.
Based on the results of the certification, the certification committee makes one of the following decisions:
- establish the first (highest) qualification category (the position of the pedagogical worker for which the category is established is indicated);
- refuse to establish the first (highest) qualification category (the position for which the category is refused is indicated).
The decision of the attestation commission is drawn up in a protocol, which is signed by the chairman, deputy chairman, secretary and members of the attestation commission who took part in the voting. The decision enters into force from the date of its adoption. Based on the decisions, the relevant authorities issue administrative acts on the establishment of the first or highest qualification category for teaching staff, which are posted on the official websites of these bodies on the Internet.
The results of certification in order to establish a qualification category, the teacher also has the right to appeal.

Criteria for evaluating the results of work when establishing qualification categories

So, quite a lot of significant additions have been made by the new Order. So, now certification to establish the compliance of a teacher with a position held is carried out by educational organizations, which themselves create certification commissions. The list of employees who do not pass certification has been expanded. Changes have been made to the certification procedure in order to establish qualification categories, including the addition of criteria for evaluating results.
In connection with the adoption of the Procedure, the employer, relying on it, must develop a local regulatory act on the issues of certification and familiarize employees with it. In addition, it is necessary to determine the technologies for assessing the professional activities of employees, as well as the list of employees subject to mandatory certification, the schedule for its passage and the composition of the certification commission.

In accordance with the law "On Education in the Russian Federation", pedagogical workers of organizations engaged in educational activities must undergo certification. Certification is important not only for the teachers themselves (it stimulates their professional and personal growth, wage increases, etc.), but is also aimed at improving the quality of education by increasing the efficiency and quality of their teaching activities. Order of the Ministry of Education and Science of the Russian Federation of April 7, 2014 N 276 (registered with the Ministry of Justice of the Russian Federation on May 23, 2014 Registration N 32408) approved a new Procedure for attestation of teaching staff of organizations engaged in educational activities (hereinafter referred to as the Procedure). In this connection, the order of the Ministry of Education and Science of the Russian Federation of March 24, 2010 N 209 "On the Procedure for Attestation of Pedagogical Workers of State and Municipal Educational Institutions" (registered by the Ministry of Justice of the Russian Federation on April 26, 2010, registration N 16999) becomes invalid.

What's new?

1. Certification to establish the compliance of a teacher with the position held on the basis of an assessment of his professional activity is now carried out by the educational organizations themselves, which for this purpose create certification commissions.

2. The new Procedure has expanded the categories of teachers who do not pass certification. Teachers who have been in office for less than 2 years and those who have been ill for more than 4 months have been added to the previously existing list.

3. Changes have also been made to the procedure for passing attestation at will - when a teacher wants to get a higher qualification category: first or highest.

According to the new rules, the assessment criteria in force were supplemented by the results of inspections, which from this year will be carried out annually by specialists from the Ministry of Education and Science in educational institutions; teachers should train not only the best two or three students, but try to identify and support the talents of all students and, in addition, help children who are lagging behind in their studies.

4. According to the new rules, the results of the examination for the assignment of the highest qualification to a teacher will be published on the Internet - on the websites of public authorities. Those who are denied the highest qualification can try again - in a year.

Possible way to work with the document

1. Familiarize yourself with the new Procedure for attestation of the organization's teaching staff;

2. To develop, adopt and approve, in the manner established in the organization, local acts of the organization on the certification of teachers in accordance with the approved Procedure (Regulations on the certification commission of an educational organization, certification schedule, Presentation form for a teacher, form of an administrative act on certification, form of protocol and extract from the minutes of the meeting of the attestation commission, etc.);

3. To develop technologies for attesting a teacher for compliance with the position held on the basis of the approved Procedure;

4. Determine the technologies for assessing the professional activity of the certified teacher and the requirements for them in accordance with the subject being taught.

5. Determine the list of teachers subject to certification, and the schedule for their certification.

6.Create an attestation commission and approve its composition by an administrative act of the organization.

7. Place all materials on certification issues on the information stand.

8. Post information on the certification of teachers on the website of the educational organization.

When working with the document, pay attention to the following provisions of the Order.

1. On the qualification categories available to employees

Determined that qualification categories previously established for teachers of state and municipal educational institutions, are retained for the period for which they were established.

2. Types of certification

  • mandatory - in order to confirm the compliance of teaching staff with their positions based on an assessment of their professional activities;
  • voluntary - at the request of the teacher in order to establish the first or highest qualification category.

3. Who is certified

All teachers of educational organizations engaged in educational activities, including part-time workers, as well as employees who combine positions along with work in the same organization, defined by an employment contract, are certified.

4. Who is exempt from certification

Approved Order does not concern faculty.

Certification in order to confirm compliance with the position held do not pass the following workers:

a) teaching staff having qualification categories;

b) who have worked in their position less than two years in the organization in which certification is carried out;

in) pregnant women;

G) women on maternity leave. Their certification is possible not earlier than two years

e) persons who are on parental leave until they reachthree years of age. Their certification is possible not earlier than two years later after leaving the specified vacation;

e ) absent from the workplace for more than four consecutive months inassociation with disease. Their certification is possible not earlier than one year after going to work.

5.Frequency and terms of certification

Certification is carried out 1 time in 5 years.

Validity of qualification category not subject to extension.

6.Principles of certification

Collegiality, publicity, openness, providing an objective attitude towards teaching staff, the inadmissibility of discrimination during certification.

7.Certification procedure

The document details the procedure for attesting teachers for compliance with the position they hold and assigning them qualification categories. It has been established that:

a) In accordance with the Procedure, certification of teachers in order to confirm their compliance with the positions they hold based on an assessment of their professional activities is carried out attestation commissions independently formed by educational organizations, in accordance with the directive of the employer.

The composition of the attestation commission of the organization should include the chairman of the commission, deputy chairman, secretary and members of the commission, as well as Mandatory representative of an elected body the relevant primary trade union organization (if such a body exists).

When making a decision, the attestation commissions of organizations also give recommendations to the employer on the possibility of appointing teachers to the relevant positions. persons who do not have special training or work experience, established in the section "Qualification requirements" of the section "Qualification characteristics of positions of educational workers" of the Unified qualification directory of positions of managers, specialists and employees and (or) professional standards, but having sufficient practical experience and competence, performing qualitatively and in full the duties assigned to them responsibilities .

b) Certification of teaching staff in order to establish a qualification category is carried out:

  • for pedagogical workers of organizations that are under the jurisdiction of federal executive authorities - attestation commissions formed by the federal executive authorities in whose jurisdiction these organizations are;
  • in relation to pedagogical workers of organizations that are under the jurisdiction of a constituent entity of the Russian Federation, pedagogical workers of municipal and private organizations - attestation commissions formed by authorized state authorities of the constituent entities of the Russian Federation.

Certification of pedagogical workers is carried out on the basis of their applications submitted directly to the attestation commission, or sent by pedagogical workers to the address of the attestation commission by mail with a letter of receipt or with a notification in the form of an electronic document using public information and telecommunication networks, including the network " Internet".

It has been established that applications for attestation for the assignment of a qualification category are submitted by educators, regardless of the duration of their work in the organization, including while on parental leave.

Applications for certification in order to establish the highest qualification category for the position for which certification will be conducted for the first time are submitted by teaching staff not earlier thanin two years after the establishment of the first qualification category for this position.

The expiration of the highest qualification category does not limit the right of a teacher to subsequently apply to the certification commission with an application for certification in order to establish the highest qualification category for the same position.

Teachers who, during certification denied qualification category, apply at their request to the attestation commission with an application for attestation for the same qualification category not earlier than one year from the date of adoption of the relevant decision by the attestation commission.

When teaching staff transfer to another organization, including one located in another subject of the Russian Federation, the qualification categories established by it are retained until their expiration date..

Appealing the results of attestation

The employee has the right to appeal the results of certification in accordance with the legislation of the Russian Federation.

What is the procedure for certification of teaching staff?

Certification of teaching staff is provided for by the legislation of the Russian Federation and is carried out according to a special procedure. We will talk about this procedure and about what main regulations it is regulated in the presented article.

New certification of teachers in 2018 - 2019: what is the purpose of certification of teachers

Certification of teaching staff is appointed to establish (clause 1, article 49 of the law "On Education in the Russian Federation" dated December 29, 2012 No. 273-FZ):

  • compliance of the professional qualities of employees with their positions;
  • qualification category of a particular employee.

As a general rule, certification for the compliance of an employee with the position held is carried out once every 5 years (clause 2, article 49 of law No. 273-FZ). Such periodicity is also provided for employees from among the teaching staff (Article 332 of the Labor Code of the Russian Federation). Mandatory attestation is carried out on the basis of the employer's recommendation.

Voluntary certification (in order to establish a qualification category) is carried out at the request of the employee himself.

The certification of pedagogical workers in 2018-2019 is carried out according to the same scheme as in previous years, there were no innovations at the federal level in this part. At the same time, at the regional and municipal level, the level of cities of federal significance, their own adjustments can be introduced. For example, in terms of workflow within the framework of certification, etc.

So, since 2016 in the Moscow region. the form of an expert opinion was reduced to 1 page, the total number of documents to confirm the results of professional achievements of a certified teacher was reduced, and 2 options for designing a teacher's portfolio (on paper or in electronic form) were proposed, etc.

Regulations on certification of teaching staff

The certification procedure is regulated by the following acts:

  • The procedure for certification ..., approved. by order of the Ministry of Education and Science of Russia dated April 7, 2014 No. 276 (hereinafter - Order No. 276), - in relation to employees of educational institutions. This procedure applies to teachers, methodologists, instructors, speech therapists, educators, teachers of additional education, etc. (see section 2 of the Nomenclature of positions ..., approved by Decree of the Government of the Russian Federation of 08.08.2013 No. 678).
  • Regulations "On the procedure for conducting ...", approved. by order of the Ministry of Education and Science of Russia dated March 30, 2015 No. 293. The regulation applies to teaching staff from among the teaching staff.

Application for certification

Certification of teaching staff, carried out in order to establish the qualification category of such workers, is carried out according to their applications submitted to the certification commission by any of the available methods (clause 27 of order No. 276):

  • in person;
  • by mail with acknowledgment of receipt;
  • by e-mail or through special resources on the Internet.

There is no unified model for such a statement, but it can be approved at the regional or municipal level.

In general, the structure of the application for attestation can be as follows:

  • information about the employee: full name, position, qualification category, education, total work experience and teaching experience, other information that the employee considers necessary to inform the commission in this case;
  • an indication of the qualification category and position for which the employee wishes to undergo certification (requirement of clause 27 of order No. 276);
  • an indication of the achievements and results obtained by the employee in the framework of pedagogical activity: participation in competitions and projects, the use of modern teaching methods, the creation of specialized databases, innovation, etc.;
  • a request for certification in the presence / in the absence of an employee at a meeting (see clause 36 of order No. 276);
  • signature of the employee, indication of contact details.

An application for attestation can be submitted by an employee at any time, regardless of the period of his work in this organization (clause 29 of order No. 276).

Certification results. Registration of results

Based on the results of the certification of the employee for compliance with the position held, the commission makes its decision in the form of an open vote in the absence of the person being certified (clause 16 of order No. 276). The results are to be recorded in the minutes of the meeting. In the future, an extract is made from the protocol in relation to the certified employee, with which the latter must be familiarized with the signature and which is stored in the future in the employee's personal file.

When resolving the issue of assigning a category to an employee at his request, the commission acts in a similar manner and reports the result to the person being certified (clause 40 of order No. 276). So, the certification of pedagogical workers can be mandatory (for compliance with the position held) and voluntary, at the request of the employee (for establishing a qualification category). As a general rule, certification is carried out once every 5 years. The attestation commission makes a decision by open voting and fixes it in the minutes.

In accordance with the legislation of the Russian Federation, employees of educational organizations can undergo certification on a mandatory or voluntary basis. At the same time, the provisions of new sources of law should be taken into consideration. Which ones? What are the features of the procedure for assessing the qualifications of employees of an educational institution?

The new procedure for certification of teaching staff was established by order of the Ministry of Education and Science of the Russian Federation No. 276, which was issued on April 7, 2014. This regulatory act was adopted in order to implement the provisions of Federal Law No. 273 of December 29, 2012. In accordance with the previous legislation in educational institutions had to approve such a document as the Regulations on the certification of pedagogical workers. According to the new legal act, this source of law is optional, but it can be replaced by similar ones in terms of purpose. For example, the regulation on the attestation commission (we will study its specifics later in the article).

Now the concept of the Attestation Regulations is most often considered in the context of the Attestation Rules approved by Order No. 276.

Let us consider the key provisions of the relevant source of law in more detail.

New certification procedure: general provisions

Let us first examine the general provisions of the document in question. The new certification procedure for teaching staff applies to employees of educational organizations, as well as heads of relevant institutions (including those performing their duties part-time or as part of a combination). The essence of the certification procedure in accordance with Order No. 276 is:

In the qualification of employees of educational institutions to the requirements that are established for their positions;

In certifying the fact that a person has experience that allows him to obtain a higher qualification.

In general, attestation confirming compliance with the position held must be carried out without fail. It is voluntarily passed by those specialists who want to improve their qualification category, but it is necessary to pass it for teaching staff who belong to the category of teaching staff.

The rules fixed in order No. 276 establish the following tasks that characterize this procedure:

Stimulating the growth of qualifications of employees of an educational institution, their professional development;

Improving the quality of education;

Adapting the work of education staff to the specifics of the current standards that regulate the organization of the activities of educational institutions;

Ensuring the distribution of funds for the purpose of remuneration according to principles based on the ratio of the skill level of employees.

The key principles of certification of employees of educational institutions in accordance with the legislation of Russia are collegiality, openness, ensuring publicity, objectivity.

Let us now study something new in the certification of pedagogical workers that characterizes the procedure for confirming the fact that a person’s qualifications correspond to the position he occupies. In this case, we are talking about the mandatory assessment of the competencies of an employee of an educational institution.

The order of employees of educational institutions: training

The procedure for assessing the qualifications of employees of educational institutions is carried out once every 5 years. The main role in it is played by special attestation commissions, which are formed from among the employees of the educational institution. These structures are established on the basis of the order of the head of the educational organization. Their activities, as we noted above, may be regulated by separate provisions, which are also adopted by the management of the institution.

The commission consists of a chairman, his deputy, a secretary, as well as ordinary members. The new rules for attestation of teaching staff provide for the involvement of a representative of the trade union in the work of the commission under consideration, if the corresponding organization has been established.

The procedure for assessing the qualifications of employees of an educational organization is carried out in accordance with a separate order of the head. Employees who will undergo certification must be familiarized with the relevant 30 days before the procedure according to the planned schedule.

Mandatory certification of employees of educational institutions: presentation

What is new in the certification of teaching staff is a special procedure for compiling a submission for each employee of an educational organization - a document that records a number of information about the employee. Namely:

FULL NAME. employee

The position held by an employee of an educational institution;

Date of signing by the specialist of the employment contract;

The qualification level of the employee;

Information about the specialist's additional professional training;

The results of attestations carried out earlier, if any;

A motivated assessment of the performance of the employee, his professional, as well as business qualities.

The management of the institution must familiarize the employee with the relevant submission against signature. This must be done no later than 30 days before the certification. The employee, if desired, can initiate the introduction of other information into the submission. If an employee of an educational institution refuses to sign a document, it must be certified by the employer, as well as by two or more competent persons.

Assessment of the qualifications of school staff: the procedure for mandatory certification

Who has the right not to undergo mandatory certification?

Employees absent from work for more than 4 months due to illness.

This attestation is thus generally voluntary. Based on the results of its implementation, a person is assigned the first or highest qualification category. It is set for 5 years and cannot be extended.

The total duration of the attestation in question should not exceed 60 days from the moment it was carried out and until the commission makes a competent decision on assigning a particular qualification to a person. The regulation on the certification of pedagogical workers determines that the highest category is assigned to an employee if:

It has been established that students show positive dynamics in the development of training programs based on the results of monitoring conducted by an educational organization, or in the manner prescribed by law;

Pupils have achieved high results in the field of science, creativity, sports, and this is confirmed by their participation in olympiads, competitions;

It has been established that a person has made a significant personal contribution to improving the quality of the educational process, the introduction of new technologies in education;

The person actively participated in methodical work, in professional competitions.

Direct assessment of the work of teachers is carried out on the basis of a study of the results of their work, provided that the main labor duties of employees are related to the relevant areas of activity. The regulation on the certification of pedagogical workers establishes that the commission may, after examining the documents and information about the work of a specialist, make a decision:

Establish the first or highest category for an employee of an educational institution;

Deny the person this.

As in the case of mandatory certification, this decision is made in the absence of an employee by open voting. Basic principles

Local regulations also define other categories of teachers who are certified at different times - for example, those who have taken a leave associated with adoption, as well as those who are on a long vacation. The rules for attestation of teaching staff, judging by the analysis, have sufficient flexibility.

Peculiarities

The described verification provides for the creation of an attestation commission in this organization. The employer issues an order or order, where he personally approves the composition of:

  • chairman;
  • his deputy;
  • secretary;
  • ordinary members of the attestation commission.

  2. Job title at the time of the assessment.

  4. Level of education, qualification in a specialty or direction.
  5. Information about additional vocational education according to the profile of activity.
  6. Results of previous certifications (if any).
  7. Motivated, objective and comprehensive assessment of professional and business qualities, the results of the professional activity of the teacher, the performance of his labor duties in accordance with the employment contract.

If the teacher is not satisfied with the content of this submission, he may optionally submit to the attestation commission any additional information that characterizes his work for the entire period from the date of the last attestation or from the date of entry to work, if the attestation takes place for him for the first time.

The change in the attestation of teaching staff is that previously the teacher himself prepared all the documents certifying his activities.

Conduct form

The main form of certification, as before, is a meeting of the commission, the competence of which is confirmed by two-thirds of the members present. The teacher who is being certified must also be present at this meeting.

For his absence, there must be a good reason, documented and recorded in the minutes of the meeting, then this event is postponed to another time.

If necessary, the schedule may change, but the teacher should be familiarized with this in the same way - against signature and thirty days before the new date.

The new rules specifically stipulate the mandatory presence of the person being certified at the meeting, and previously the commission decided everything behind closed doors. Now, only if the certified person does not appear without a good reason, the commission can independently discuss his progress in the pedagogical field.

  • or the employee corresponds to the position held,
  • or not.

About results

After the decision of the commission is recorded in the minutes, which all its members sign, the result is reported to the certified teacher. And all documents related to this event are kept by the employer.

A teacher who has passed certification, a maximum of two working days after it, must be familiarized with an extract from the protocol, which is prepared by the secretary of the commission. It indicates the last name, first name and, if any, patronymic of the person being certified, position, date of the meeting of the certification commission, the result of the vote and the decision made by the commission.

Further, an extract from the protocol is stored in the personal file of this employee. If the teacher does not agree with the decision, he can appeal it (the legislation of the Russian Federation confirms this right).
