We are writing to you in connection with the problem of preserving the ensemble of the Krasnoye Znamya factory, which was designed by the outstanding architect Erich Mendelssohn and has a global cultural value. Below are the facts that need to be taken into account at today's council meeting (it took place on March 20).

The architectural concept of adaptation for modern use of the dominant architectural ensemble of the Krasnoye Znamya factory - the CHP building - proposed today for discussion by the members of the Council, was made in complete disregard for the approved security obligation No. 40-4 of February 1, 2016 and is a project with flagrant violations of the subject of protection monument. In this regard, the submission of this issue to the Council is unauthorized.

The act based on the results of the historical and cultural expertise dated February 9, 2017, specifying the objects of protection of the cultural heritage object of regional significance “CHP of the Krasnoye Znamya Factory”, executed by expert M.S. Stieglitz, contains gross errors, as well as unreliable information about the object. Thus, the approval of this examination is unacceptable.

The public initiative group sent objections to the conclusions of the above examination to KGIOP, which were officially accepted by the committee.

Analysis of two historical and cultural examinations performed by the expert M. S. Stieglitz on objects located on the territory of the Krasnoe Znamya factory, in which conclusions are drawn regarding the building of the CHPP of the Krasnoe Znamya factory (dated September 25, 2015 and February 9, 2017), revealed differences in the indication of historical facts and contradictions in the conclusions drawn.

These inconsistencies indicate the expert's dishonest and arbitrary attitude towards the preservation of objects of outstanding value.

Arguments and materials confirming the above statements were sent to the Ministry of Culture of the Russian Federation, on the basis of which the public initiative raises the issue of depriving expert MS Stieglitz of accreditation.

The declared plans for the restoration of the facades of the monument for the football championship demonstrate absolute incompetence and a lack of understanding of the problems of concrete sanitation. The desire to ensure the appearance of the preservation of the object in such a short time is dangerous for the building, the planned work has nothing to do with the concept of "restoration" and contradicts the principles of dealing with objects of national cultural heritage.

When making decisions regarding the Krasnoye Znamya factory, it is necessary to take into account the critical importance of this architectural ensemble for Russian-German cultural ties. In 2009, within the framework of the Russian-German forum "Petersburg Dialogue", a resolution was signed on the complete preservation of this architectural ensemble. Also, in the working documents of the forum, the object is considered as a unifying factor in the history of relations between Russia and Germany.

The German experts invited to the round table on the preservation of the Krasnoye Znamya factory stated the unacceptable treatment of the historical territory of the factory. According to the results of the visit of German specialists to the facility and familiarization with the concept of adaptation for modern use of the ensemble's dominant - the CHPP building - documentation is being prepared. And, according to their statement, a protest from the international expert organizations DOCOMOMO and ICOMOS will be sent in the near future.

Dear council members! An unchanging, unshakable condition for determining the future function for such a significant architectural monument is to ensure the historical authenticity of the object, namely the absolute preservation of the internal and external appearance of the building. In connection with the letter from Mr. Burdinsky regarding the situation with the CHP plant of the Krasnoye Znamya factory, we report the following.

The expertise he writes about was carried out by the Northwestern Association of Historical and Cultural Research and Expertise LLC and entered the KGIOP on February 14, 2017. On February 21, 2017, it was withdrawn by the customer of the examination, LLC Mendelson, since the expert M. S. Stiglitz discovered serious technical omissions and errors. Thus, we are talking about a disavowed work that has not been reviewed and approved by any authority.

At the same time, at the council for the protection of cultural heritage under the government of St. Petersburg, held on March 20, a preliminary concept for the restoration and use of the CHP plant of the Krasnoye Znamya factory, made by the architectural bureau Liteynaya chast-91, was considered. This issue was brought up for discussion by the council in order to collegially develop the right direction at the earliest stage of designing and adapting a unique avant-garde architectural monument. The Council recommended to approve the concept in terms of restoration and continue work on the functional part of the concept (taking into account the clarification of the subject of protection).

The council was preceded by a discussion of problems related to the fate of the entire complex of the Krasnoye Znamya factory at a round table held on March 17 by the St. Petersburg State Educational Institution VOPIIK with the assistance of KGIOP with the participation of a wide range of specialists.

In addition, at a meeting of the working group of the council, held on March 15, the issue of including the identified cultural heritage object - the production buildings of the Krasnoye Znamya factory - into the unified state register of cultural heritage objects of regional significance was considered.

It should be noted that Mr. Burdinsky, being for many years the owner of the buildings of the former Krasnoye Znamya factory, not only did not take real steps to save the CHPP building, but also sought to exclude the remaining facilities of the complex from the list of identified objects. This did not happen due to the position of KGIOP, the efforts of the public and, in particular, the leading specialist in the field of industrial architecture Stieglitz M.S.

It is surprising that Mr. Burdinsky, who did a lot of damage to the condition of the monument, today acts as its ardent defender.

However, due to a series of bankruptcies, half of the asset was sold.)

It is possible that the investigation also made such a conclusion based on the fact that at the time of this transaction for the attic, Burdinsky, only according to the bailiffs of St. Petersburg, owed 55 million rubles.

As for his development project at Chaikovsky, 61, it started back in 2005, when Burdinsky received approvals from the CAA and KGIOP. In this case, it would not be superfluous to recall the history of sales of a monument of industrial architecture, the former Red Banner factory on Krasnogo Kursant Street. It is no secret that Igor Burdinsky bought most of the real estate with credit money at the peak of the market in 2006-2008, including Krasnoye Znamya. According to his own plans, a hotel, art and design workshops were to open there by the 2018 FIFA World Cup. The cost of implementing his concept was then estimated at 8 billion rubles. However, by 2014, all the procedures for his personal bankruptcy had passed.

Another thing is that then Burdinsky began to increase debts again, which is clearly visible on the website of the Office of the Federal Bailiffs Service of St. Petersburg, where today his debt is 260.6 million rubles.

As for the criminal case on fraud, within the framework of which searches are taking place today, December 21, then, according to Fontanka, Burdinsky was taken for interrogation to the Investigative Service.

Also, according to our publication, in the same economic police of the Central District there is an audit material, where Igor Burdinsky also appears. Only these documents relate to the already illegal, according to the applicant, appointment of Burdinsky to the post of general director of the restoration company Korinth (by the way, Korinf is currently working on large government contracts for the restoration of famous objects in the Crimea).

And it's not just about money: after all, the statues were destroyed in their time as a symbol of German militarism. - The idea of ​​restoring this or that monument is often expressed, but no one knows how to implement it. In a number of cases, the departments on whose territory they were located even partially have funds for this. For example, in front of the Obukhov Hospital, which now belongs to the Military Medical Academy, there was a bust of Catherine II, in front of the Academy of the General Staff, where the Military University of Communications is now, - a monument to the dead academy graduates. We will contribute to the implementation of such ideas.

- Why did you decide to start with the Dioscuri?
- The topic of the Dioscuri is the closest for me and my like-minded people, for the sake of it the foundation was created, besides, it is tied to time. I would like to return them to 2018, the centenary of the end of the First World War. It would be a good symbol, a gesture of good will - when somewhere in the world our monuments are broken, we are restoring them. We collected materials, created a 1:10 model on our own, now we need to translate it into 1:5, this will be a demonstration material.

- And what kind of model is now in the Department of the Ministry of Justice?
- I don’t know how long that model has existed, it was not created by us, but we learned about it at the stage of making the Dioscuri model, after we studied the materials, among which were exclusive photographic documents sent by our colleagues from the German archives.

- With whom do you need to negotiate to get permission to install the sculpture?
- We need the good will of the Ministry of Justice as a user of the building, of course, KGIOP and the desire of the city government. Now the main thing is to form a public opinion about the significance of this project for our city. The issue of funding is important, but public opinion is more important.

- How much will the creation of the Dioscuri cost?
- In 2008, one of the publications on this topic mentioned the figure of 170 million rubles. I think now, despite inflation, you can keep within the same amount.
