slide 1 - photo

Slide 2 “In the pages of books - decades, moments,

Events, fate, motley life tribute.

Let the books multiply, live, grow stronger -

Ages of connective tissue."

( V. Sikorsky)

    Why is there a need for closer interaction between the librarian and the subject teacher of schoolchildren today?

The problem of the modern school is to instill information literacy in the reader as the most important human skill. A school graduate must have the ability to receive information from various sources, process it with the help of logical operations and apply it in various life situations; and an adult reader to own information-bibliographic culture.

Slide 3 The school library is today a necessary link in the educational environment, i. and she herself is that material and spiritual environment capable of activating the creative activity of children and adults.

the main task any school library as an information center is to assist students and teachers in the educational process. Without a good library, the school will not be able to perform its educational and educational functions at a high level.

The school library provides the information necessary for a successful existence in today's information society, where knowledge plays a critical role.

Slide 4 Both the first-grader and the graduate of the school, and the teacher, and the director of the educational institution are involved in a common orbit, whose name is education. It has been proven that the cooperation of librarians and teachers helps to increase the level of literacy of students, promotes the development of reading skills, memorization, as well as the development of the ability to use information and communication technologies.

The interaction between a librarian and a student-reader is based on the principles of "co-creation pedagogy", where the library plays an active role. This is first of allindividual work structured in the form of a dialogue and extracurricular schoolboy life .

Slide 5 -- diagram

Slide 6 The library, being an element of the educational environment, is able to activate the creative, intellectual potential of the child, to become an information center at school.

Hence the main purpose of school librariesto promote the formation of information culture skills of students, teachers, parents.

To achieve this goal, schools are solving the following tasks: :

    Ensuring the diversity of the content of the educational process of the school on the basis of high-quality acquisition of the library fund.

    Purposeful organization and design of the library as a subject-information environment for readers.

    Education of morality, the formation of aesthetic taste through familiarization with the values of national and world culture.

    The return of children to reading, which remains the only reliable means of preserving the institution of culture.

Slide 7 Priority areas of interaction between the school and the OS library:

Formation of solid foundations for a moral and healthy lifestyle through the organization of extracurricular activities.

The development of the spiritual and physical capabilities of the individual,

Reading formation,

A selection of fiction, scientific and methodical literature,

Continuous monitoring of students' reading interests using reflective technologies.

Development of spiritual, moral and civil-patriotic education of schoolchildren in the library environment.

    Working with gifted children.

    Assistance in teaching students to design and model in the field of communication through the organization of active forms of activity;

    studying the historical experience of organizing communication between people in human communities,

    their role and implications for future generations;

    teaching the manifestation of empathy, creating positive situations of communication;

    formation of analytical and reflective communication skills.

Slide 8 forms of work

To foster a culture of reading children and adolescents in school libraries, various forms of work are used:

    library lessons;

    book exhibitions;

    literature reviews on reading culture;

    themed evenings, oral journals, literary parlors;

    literary contests, quizzes, games; design and research activities.

New information technologies today have rapidly entered the library and information activities.

But the mission of the school library - to attract children to reading - has not changed, but only acquired a new depth and content, received a new potential.

Slide 9 Currently, multimedia resources are used in almost all areas of educational activities.

Priority must be givenpresentation, interactive, multimedia forms of information-educational and cultural-leisure direction.

Use interactive forms such as:

    Electronic book fair presentations

    Electronic library lessons

    virtual conferences,

    Oral journals - presentations

    slide - movies

    Literary drawing rooms with electronic presentations.

Social partnership in the activities of municipal libraries in the region has become one of the important areas in recent years. It united all those who are not indifferent to the book, those who care about the fate of libraries, those who sincerely want to help the library in its daily activities and development. This cooperation helps to improve library services, make library events brighter and better, satisfies the need of users to obtain the necessary information andservices. Almost no event in the library, perhaps, is managed only by the librarians themselves, there are always reliable partners, volunteer assistants, sponsors and patrons, readers. Among the like-minded libraries today, one can name local authorities, representatives of organizations, institutions, the business community, the media, and, of course, readers.

Many library events and actions held in 2012 can serve as an example of successful cooperation.

One of the examples of positive cooperation between the CLS of Pskov in 2012 was the holding of an Internet round table "Formation of statehood in the North-West of Rus'" (Pskov - Veliky Novgorod - Izborsk). Partners of the local history library named after I.I. Vasilev, Pskov, Pskov State University, Pskov Museum-Reserve, Novgorod Museum-Reserve spoke.

The main social partner of libraries in the municipalities of the region are local authorities that provide support in the implementation of socially significant library projects and actions. Local governments are no less interested in the development of public libraries, since they are responsible for the quality of life of the local community, legal education and enlightenment of citizens, teaching them the basics of organizing life in new conditions, familiarizing them with culture and information.

Local governments contribute to the successful operation of libraries, take measures for their technical modernization, participate in their work, support both in innovative endeavors and in everyday work. Thus, the administrations of rural settlements of the Pustoshkinsky district responded to the petitions of the director of the district library and provided financial assistance to libraries in holding a subscription campaign for 2012-2013. The administration of the Alol volost financially supports the activities of rural libraries. The Pustoshkinsky bakery provides material support to the library, and the library has opened a book mover at the enterprise.

Libraries, in turn, carry out information support for state authorities and local self-government. Receptions of deputies, meetings of heads of district administrations and other events are held in many rural libraries. For example, at the Plyusskaya Central District Hospital, there are: “Corner of self-government at the library”, “Consultative point for the population of the district on issues of homeowners associations”, “Advisory point for the population of the district on issues of civil defense”. The permanent exhibitions “Housing and Public Utilities: Questions and Answers”, “Local Authorities: Review of Official Documents”, which are updated with mandatory copies of documents prepared by local governments, have been designed. In May 2012, on the basis of the educational advisory center of the library, a training seminar "Training in fire safety" was held for the heads of organizations and cultural institutions together with the department of civil defense and emergency situations. A lot of joint work was carried out by the libraries on the Day of the village on the preparation of ceremonial events dedicated to the Day of the Liberation of Plyussa, the 85th anniversary of the formation of the Plyussky district.

At the round table "Novorzhevskaya culture: history and modernity" in the central regional library, administration workers and library specialists jointly discussed the state of culture in the region. The assessment of the activities of institutions as a whole was given by the head of the department for culture, youth policy and sports of the District Administration E.E. Stepanova. Director of MUK "Novorzhevskaya CRH" L.E. Yakovleva introduced the history of the development of librarianship. Member M.I. Golubkov. The experience of successful cooperation with the clubs was shared by the librarians of the Makarovsky and Zhadritsky rural branches. The library worker of the Vehnyansky rural branch told about the author's exhibitions of folk craftsmen in the library. Mutual social partnership contributes to the organization of cultural leisure of the population, it is necessary to strengthen ties - this was the conclusion of the participants of the round table.

An example of positive cooperation in the Novorzhevsky district is the holiday program for the Day of Family, Love and Fidelity, prepared jointly with the participation of the Zhadrytsky rural branch - the library, the village club, the administration of the rural settlement "Zhadrytsy", the Center for social services for the population of the district. The holiday turned out to be solemn and kind, thanks to joint efforts.

In the countryside, librarians actively work with local governments, help hold citizens' gatherings, notify the population about fire safety measures, congratulate veterans on holidays at home, help them collect various certificates, participate in organizing and holding volost days. Representatives of local governments are frequent guests at events held by cultural institutions, incl. and libraries, and librarians are the most reliable assistants for them

In 2012, in the Nevelsky district, partnerships were established with the leaders of the family eco-camp (Moscow), which is located in a picturesque place in the village of Fenevo in the Nevelsky district. Their concept is active and educational recreation. An example of cooperation is the holding of master classes, training seminars on the basis of rural libraries of the Nevelsk Central District Hospital. In 2012, such an event was held on the basis of the Trekhalev village library. Business partnerships and interaction better reveal the possibilities of libraries, help to convey information to users in a brighter, more spectacular form.

Libraries and local administrations are implementing joint targeted programs and local history publishing projects. Employees of the Central District Hospital of the Velikoluksky District, together with the regional Administration, took an active part in the preparation for the publication of the book "Historical milestones of the Velikoluksky land" (on the occasion of the 85th anniversary of the Velikoluksky District). The CRH specialists prepared and held a presentation of the book, and the library received 40 copies as a gift from the administration. books. Prepared by: Levchenko Alla Leonidovna, head of the sector of the department for coordinating the activities of the libraries of the Pskov OUNB region.

Improving the forms and methods of library work, expanding the range of services provided, increasing competitiveness in the specialized market, on the one hand, and the need to develop resources, on the other, create objective prerequisites for the participation of libraries as one of the full partners of social cooperation.

The modern library is an institution that accumulates the interests of almost all sectors of society. The gradual formation of the foundations of the rule of law, ensuring the transparency of the activities of power structures at different levels, improving the legislative system, broad and reliable information of citizens to ensure their informed political choice, and the development of the non-state sector of the economy create an opportunity to implement long-term library initiatives as opposed to short-term changes in the situation. This is the reason for the need for professional cooperation of libraries with various institutions, organizations, and movements.

The versatility of library activities allows you to create multilateral partnership projects that combine the efforts of several partners to solve common problems. Social partnership with the participation of the municipal library today can be legitimately considered as a socio-cultural phenomenon, which objectively acts as one of the important conditions for the development of territorial library services.

But at the same time, it should be noted that in order to obtain a significant economic and social effect from social partnership activities, their organizational and legal aspects should be clearly defined. Theorists and practitioners have not yet fully identified the subjects of social partnership in relation to librarianship. As the subjects of partnership, mainly institutions of culture, education, and the recreational sphere are considered. The essence of social partnership as a socio-political democratic institution, which is replacing the social practice of the undivided domination of state property, is to create such conditions for interaction under which a combination of interests of all social groups and communities will be realized on the basis of mutually beneficial cooperation, and not competition.

Social partnership has undeniable prospects for the development of all forms of library activity and deserves closer study in order to apply it in the practical activities of municipal libraries.

The fundamental organizational aspects of the creation and development of social partnership are: determining one's place in the socio-cultural space of the served territory; implementation of the development strategy; establishment of sustainable relationships with various structures of the territorial entity on the basis of legal regulation.

It is impossible to present a complete picture of the emergence, functioning and development of social partnership as one of the factors for improving territorial library services without classifying its types. Adapting the approach of the prominent researcher of the problem, the American sociologist A. Diamond, we propose the following classification of the types of social partnership that develops in the practice of library work in a municipality.

Civil partnership. It is implemented on the basis of the "first sector" of civil society, which includes: government structures, legislative structures, etc. Of paramount importance for municipal libraries is partnership with municipal authorities, the possibility of establishing which determines the fact that (with all the differences between these social institutions) in this period of the formation of civil society in the country, their activities are being transformed.

The social modernization of libraries puts forward the tasks of changing the content of information and library work, developing new social functions, adapting to the new socio-political and economic environment at the level of the municipality. The above circumstances predetermine changes in relationships and stereotypes of behavior, the creation of fundamentally new models of interaction. The process of formation of a social institution of local self-government of library services based on social partnership. Legislatively, the model of relations between the library and the authorities is enshrined in the first part of the Civil Code of the Russian Federation (1994), the federal law "On Library Science" (1994), and regional legislative acts. Authorities are the founders of municipal libraries, and libraries are institutions formed with the aim of implementing the tasks delegated by the society to the authorities. The founder determines for the library a list of functions and directions of its activity, which correlates with the needs of the population. In turn, the library must perform the functions assigned by the founder, making their proposals for their addition and development.

The most important innovation for libraries associated with the reform of local self-government was their actual transfer to the direct undivided jurisdiction of local authorities, including in terms of resource provision. The main provisions of the Federal Law "On the general principles of the organization of local self-government in the Russian Federation" dated 6 October. 2003 No. 131-FZ, which establish the legal, territorial, organizational and economic norms for the functioning of local self-government in the Russian Federation, come into full force on January 1, 2009. In this regard, the primary task of municipal libraries is to form a system of relationships with authorities and other subjects of municipal formations from the standpoint of a social institution. In this context, libraries should be considered as an active subject, and not a passive object of municipal policy, which is important to fix in the legal field, which is being formed in accordance with the above-mentioned federal law.

Considering social partnership as a condition for an effective territorial library strategy, one should not lose sight of such an important aspect of it as economic cooperation with authorities. With a significant reduction in state funding, one of the priority tasks of library policy is to prove to local administration officials the need to actively promote the development of the library, additional (program-targeted) funding for its activities to solve the problems of free access to information, spiritual development of the individual. At present, when the local community is more and more actively declaring its interests, the demand for the library by the population, the correspondence of the level of tasks to be solved to the level of user needs directly affect the attitude of the local authorities towards the library. The effectiveness of the library as the main resource of information for the municipality, without which the normal functioning of socially useful areas is impossible, is largely determined by the amount of budget funding. In the practice of municipal libraries, such a mechanism of social partnership with local authorities as targeted financial support for project activities should be fully used. In a number of regions, one of its types is municipal grants in the field of culture, provided on a competitive basis, as well as investing in targeted programs of libraries to provide additional social services to the population.

Partnership with information organizations. This partnership option includes organizations that contribute to the formation of civil society through the dissemination of various types of information. Partnership with information organizations allows libraries to carry out the development of library marketing policy, form a positive image of the library and its employees among the population, government and public structures, position the library's ability to meet the needs of the local community. Among the potential participants in such a social partnership, first of all, the mass media should be singled out. Informational support of library campaigns by the media helps to promote the book and motivate reading, attracting new ones to the library. This type of library partnership has been most actively used by municipal libraries in recent years.

Promising is partnership with book publishing and bookselling firms. There are many examples of developing cooperation between libraries and bookselling organizations. The active participation of the library in the formation of the municipal book market makes it possible to introduce elements of organization into its spontaneous state. The basis for this kind of partnership is the fact that library specialists are professionals in the field of book business, are constantly connected not only with products, but also with its consumers from various social strata, freely navigate the range of publications and book market conditions.

One of the directions of this type of modern partnership is the innovative activity of libraries in the field of mastering information technologies. The implementation of an integrated approach to the problems associated with the formation and development of an external territorial information space, the information system of a municipality, involves not only solving the issues of collecting funds with traditional documents, but also developing technologies that expand the possibilities and efficiency of information and bibliographic services. In this regard, partnerships are being developed with distributors offering modern information products and technologies.

Satisfying the needs of the user of a modern library involves the creation of a comfortable library environment. In this regard, the latest achievements in ergonomics, design art, and the possibility of a highly efficient internal information system should be used. All of the above requirements cannot always be provided by the efforts of the library staff alone, therefore, the partnership of libraries with outdoor advertising studios, design agencies, which can also be classified as information dissemination organizations, has become widespread.

Partnership with cultural organizations. Partnership in the field of culture is traditionally common in the practice of library work. But here, too, new trends have been observed in recent years. Libraries act as a guarantor of the preservation of traditional book culture, the development of general cultural trends, and ensure the availability of cultural values to all social strata of the population. The partnership between libraries and museums has been developing most actively throughout the last decade, which is largely due to the coincidence of the memorial function that both museums and libraries perform.

Partnership with educational institutions. Partnership in the field of education is quite widely represented in the practice of municipal libraries and is based on many years of cooperation between libraries and organizations and institutions related to the library in terms of goals and objectives of work. This type of partnership is altruistic, develops on a non-commercial basis and solves, first of all, the tasks of the local community related to the widest range of information requests in the field of education and upbringing.

The role of the library is to provide information support for the curricula of basic and additional education, to promote the expansion and deepening of the educational process, to study, accumulate and disseminate information about regional educational resources. Institutions of all types of education traditionally coordinate their activities with information and library institutions in matters of education.

Partnership with public organizations and associations. Democratic transformations, the formation and development of civil society in the Russian Federation involve the expansion and strengthening of public structures, the most important of which are public associations. The possibilities of joint activities of libraries and local non-profit organizations are predetermined in their initially socially oriented activities. Public associations include political parties, mass movements, women's youth and children's organizations, creative unions, communities, associations and other voluntary associations of citizens.

The involvement of public (non-governmental) organizations in cooperation seems to be especially important for positioning the library as the center of the local community, it implies the active functioning of the library as a component of the information and communication network that unites the activities of the third sector of civil society and library institutions at the municipal level.

The social partnership that develops between the library and public organizations can be divided into the following subtypes: partnership with creative informal organizations; with environmental organizations and movements; human rights organizations; with women's, children's and youth organizations, etc.

Economic partnership. The acquisition by libraries of legal and economic independence marked the beginning of the development of partnerships based on economic cooperation, mutually beneficial for both libraries and organizations entering into economic relations with them. The empirical material obtained in the course of the study allows us to conclude that economic cooperation is often not perceived quite adequately by the library community. An economic approach to the problem of reproduction and increase of library resources should take into account the original social essence of the library and provide for the priority solution of the social problems of the population served. Obtaining material benefits for the library in the process of economic cooperation is not an end in itself, but an intermediate result, one of the conditions for further solving a social problem.

Social and economic cooperation should become the central vector of social partnership. The amount of funding is directly related to socially significant and economically viable projects that consolidate efforts to achieve the goals of various forces of the local community. Moreover, the sources of financing can be not only the local budget, but also the funds of various funds, as well as commercial structures. It is the social significance of library programs aimed at meeting consumer demand that creates the basis for extra-budgetary additional funding.

Libraries often partner with economic associations and networks of commercial and industrial organizations, as well as entities engaged in independent economic and economic activities. Among them are industrial and production structures.

Departments of industrial literature and other structures providing information services to industrial enterprises are being created in libraries. The areas of cooperation that have become widespread in the practice of libraries are: the fulfillment by libraries of social and creative orders for participation in sociological research, the packaging of information on the topics of the customer, the provision of regulatory documents, including standards, norms and rules, holding days of information and days of specialists in quality management, etc.

The modern period of the development of libraries as independent economic entities, the expansion of the rights and economic opportunities of labor collectives provide an opportunity to expand the choice of partnership subjects. Economic partnerships include partnerships with small and medium-sized business structures, which most often develop in two directions: information and library services for small and medium-sized businesses, and co-financing of library projects by business structures.

Thus, the search for social partners is an important activity of a modern library, directly related to the success and purposefulness of its activities.

Karabalyk RCH from year to year tries to expand social partnership with schools, kindergartens, RDC, a museum, and other institutions and public organizations involved in the education and upbringing of children.

Permanent partners in the work of the Karabalyk Regional Children's Library are: general education schools of the district and their libraries, preschool institutions of the district, a boarding school for gifted children of the Karabalyk district "Zhas talap", the District Department of Education, the District Historical Museum of Local Lore, the RDK, the Children's Art School, an office Healthy lifestyle at the regional central hospital, the society of the disabled, the House of Creativity, the editorial office of the regional newspaper "Ayna".

For many years, the library has been working together with all cultural institutions not only in the village of Karabalyk, but also with rural libraries and clubs, providing them with not only methodological assistance, but also practical.

The library meets all proposals from other institutions and organizations, assisted in holding events, especially if they related to the promotion of local history knowledge and patriotic education.

The RDB is one of the main participants in all mass events held in the village: library staff help in compiling scripts, hold competitions, exhibitions, excursions, take part in all theatrical performances of the district (To the 55th anniversary of the Tselina, May 9, Village Day, etc.). d.).

Librarians of the RCH are frequent guests of the district boarding school for gifted children "Zhas Talap". In the evening, they hold talks, quizzes, and competitions here. Educators are very pleased to invite librarians to events, and the children are satisfied, as they learn something new, willingly participate in competitions, and thus time passes faster away from home.

The library closely cooperates with the "House of Creativity", holding joint events. DT employees consult with RDB employees about events, review many magazines and books with scripts.

I would like to note that the RCH is working not only with schoolchildren, but also with children of preschool age, for example, with pupils of the nursery school "Smile". Kindergarten teachers are frequent guests of the library. They are very willing to bring their children here.

Karabalyk RCH works closely with the regional children's art school. Librarians are invited to reviews and talks. The teacher of the Children's School of Art (Malkova T.N.) leads the children to talks on the anniversaries of musicians and artists.

The main and brightest events in the work of the children's library of the district are necessarily covered in the local media. Monthly reports on mass events held in the children's library are compiled and sent by e-mail to the site of the district akim (with photos), which can be visited at the e-mail address: www. karabalyk. kz.

The Karabalyk Regional Children's Library is also in close contact with the Internet newspaper "Status-Karabalyk" (editor-in-chief Maksimenko V.I.) and the regional newspaper "Ayna".

The Karabalyk RDL is the coordinator of the activities of the district's rural libraries working with children, a methodological and advisory center. The library has become a retraining school for young librarians, a laboratory for studying best practices and analyzing the problems that children face. RDL employees prepare information and methodological manuals, conduct individual consultations for rural librarians. Every year, about 20-30 different materials are sent to each rural library of the region to help organize work with young readers, RDL specialists organize visits to rural libraries to provide methodological assistance.

Thus, comparing the main theoretical directions of the work of the children's library as a whole, with the experience of the Karabalyk RDL, we can conclude that the library as a socio-pedagogical institution in its deep historical significance has remained unchanged for centuries. It has a certain independence, which allows it, on the one hand, to maintain its integrity for a long time, and on the other hand, to dynamically adapt to a changing society, generating both new derived elements and new derived functions. We were convinced of this as a result of reviewing the experience of the Karabalyk RDB.

The Karabalyk Regional Children's Library is constantly improving the forms and methods of working with users. According to statistical indicators, the literature fund is updated every year, but, unfortunately, not in sufficient volume and quality, the number of readers is growing. The library today independently chooses those or other forms and methods of work that it considers the most appropriate in specific conditions. In recent years, the library has clearly developed a system of serving children of different ages, which is adjusted taking into account the interests of the readers themselves and is consistent with the plans of the museum, school libraries and other institutions in Karabalyk.

The library needs to make more use of the game room, which is more than 30 sq.m. Buy checkers, chess, entertaining and educational games, equip with appropriate furniture. Then the library will become a truly “warm family home”. Children here will spend even more time, communicate with each other. Those. the library will operate much like American libraries for children and adults.

In the future, it is necessary to more widely combine mass information work with new technologies. This will significantly expand the capabilities of the children's library as a cultural, educational and information center, will improve the quality of services to help self-education, and expand children's access to information.

The prospects for the development of the library are extensive: to create an information and bibliographic, advisory and reference service, including an automated system that serves the fund of printed publications and audiovisual materials of the library. Within the framework of the service, organize an ARM bibliographer-informer who will be called upon to assist users in obtaining the necessary information using the library's automated system, train users in computer literacy and automated information retrieval, open a multimedia center, create a department for sociological research and the psychology of reading, developing methodological techniques and technology of working with children and adolescents, studying reading motivation, reading preferences.

Interaction of libraries with local governments
Successful implementation of the state policy on legal education of citizens is impossible without close and mutually beneficial cooperation between local governments and public libraries.

In accordance with Art. 24 of the Constitution of the Russian Federation, creating conditions for providing citizens with municipal information is one of the tasks of local governments. Federal Law No. 8-FZ dated 09.02. 2009 "On ensuring access to information on the activities of state bodies and local governments" defines municipal libraries as centers that provide access to information about the activities of state bodies and local governments.

Acting as municipal information centers, libraries have the opportunity to actively participate in the activities of local governments by providing the information they need. At the same time, library services can be offered both to structural subdivisions of municipalities and to individual employees.

In order to identify ways and prospects for the interaction of the library with various departments and specific employees of local governments, it is advisable to conduct a survey (questionnaire). It will allow you to identify not only certain requests of respondents, but will also provide an opportunity to offer them your services as an information service.

At the same time, it should be taken into account that the satisfaction of not only business related information needs, but also personal requests (along with other users of the library) is an important principle of building relationships with representatives of power structures.

In this regard, it is recommended to find out the range of both professional and personal interests of the respondent, to determine what information and from what sources should be accumulated for him, and also to establish what information he has useful for the library, on what issues he should be contacted for advice what kind of events you can get involved in. (Exemplary questionnaire for studying the information needs of municipal employees - Appendix No. 2)

Based on the results of the analysis of the data obtained, card indexes of requests from employees of municipal services can be formed and their individual service can be organized. The study will allow to determine the most optimal forms of information service for respondents (individual information, consultations, analytical reviews, book exhibitions, etc.).

The survey of employees of local authorities can take place both in the form of a questionnaire and in the form of an interview. As a rule, questionnaires are used when the task is to obtain information from a sufficiently large number of respondents.

During the interview, special forms are used, consisting of the same (or approximately the same) questions that are in the questionnaire, but the interviewer himself enters the respondent's answers into the form.

The study of the information needs of employees of municipal bodies, in addition to the survey, also involves the implementation of the observation method. It can be used when analyzing the work of readers with the reference and bibliographic apparatus of the library (catalogues, card indexes), as well as during meetings of local governments, meetings of representatives of local authorities with the population. The method of observation can be used during exhibitions, vernissages, anniversaries and other events to which representatives of local authorities are invited.

In addition to the survey and observation, one can resort to the analysis of documents provided to the library: plans, reports, statistical materials, references, as well as letters from residents of the local community. This makes it possible to clarify the areas of activity of specialists of local governments and to some extent predict their requests.

Sufficiently accurate data on the information needs of specific individuals are contained in the documents in the library: reader forms, records of refusals, data on the results of individual informing.

According to the results of the study, in order to organize individual and collective informing of municipal employees, it is recommended to form filing cabinets of requests, thematic folders, information lists of literature on laws, regulations, decisions, resolutions of federal and regional authorities, press folders for publications in local periodicals.

Informing employees of local governments can be carried out by phone, fax, mail, e-mail, courier. At the same time, the wishes expressed during the survey should be taken into account.

Acting as consumers of information services, municipal employees, at the same time, are themselves a source of information about the activities of local authorities. They can provide the library with materials about their work (plans, reports, documents on meetings of committees and commissions) to ensure their storage and access to them by members of the local community.

Information exchange of materials can be carried out both in paper and electronic form.

Thus, published and unpublished documents of local governments, along with reports from local and regional media about the life of the municipality, are one of the sources for the formation of the library fund on local government issues.

Constantly updated electronic information can also be obtained from the websites of municipal authorities (administration, government, departments of the Federal Migration Service, the Federal Tax Service, the Internal Affairs Directorate, the traffic police, the arbitration court, the prosecutor's office, cultural departments), from the websites of public organizations and Internet portals of legal information.

Journals can serve as printed sources of municipal information:

"Practice of Municipal Management". Informing the public about

activities of local governments.

Event Forms
Of great importance for the population is the openness of information that is of public interest and allows, according to Federal Law No. 131-FZ of 06.10.2003. "On the general principles of the organization of local self-government in the Russian Federation", to take part in resolving issues of local importance. In this regard, it is recommended to bring the following information to the attention of library users:

- the charter of the municipality, normative legal acts of the representative body of local self-government, the head of the municipality, other bodies and officials of local self-government;

- about emergency situations;

- municipal environmental programs.

For the most convenient and efficient search for this information in the systematic catalog, it is advisable to single out the heading "Local Self-Government", "Local Self-Government: Problems and Prospects". The local history card file of articles may also contain the headings “Local Self-Government”, “Elections to Local Self-Government Bodies”, “Decisions and Decrees of Local Authorities”, etc.

In accordance with the reader's requests and the wishes of municipal employees, it is recommended to form the materials available in the library on local self-government issues into problem-thematic dossiers, press folders "District programs", "District budget", "Municipal employees. Rights and obligations".

The most effective information service for library users can be achieved through a combination of traditional and innovative forms of work, active introduction and use of digital technologies.

A promising direction of modern library activity is the formation of a specialized reference and search complex: the creation and maintenance of an electronic catalog, the organization and filling of electronic databases that reflect the regulatory legal acts adopted by local authorities, factual information and media publications on local self-government issues.

The innovative potential available in libraries can be realized by placing on the website of the library a variety of information covering the activities of local governments and the community. This can be historical information and statistical data about the locality, information about the structure and powers of the local administration, the most important legal acts adopted by local governments, information about people's deputies, data on the distribution of budget funds for social needs. In addition, the library website can become a platform for the promotion and implementation of state, regional and municipal targeted programs and projects. Regular and informative updating of the library website will help attract a wider readership, and especially young people, as well as raise the status of the library and strengthen its influence in the local community.

A permanent and regularly updated information stand (bulletin board) “Local self-government: yesterday, today, tomorrow”, “Russia: local government”, “In the corridors of power” will contribute to successfully informing the population about the work of local authorities. The headings “Attention! An important document!”, “Laws: federal, regional, local”, “Local authorities: addresses, telephones, public reception hours”, “Information on meetings of local government leaders with the population”, “Information on the decisions made and on the progress of their implementation ". In these specialized sections, it is recommended to acquaint residents with current legislative and regulatory acts of the federal, regional and local levels, place schedules for the reception of citizens by deputies and officials, and post press digests on local self-government issues.

For the greatest clarity and attracting the attention of users, the stand can be supplemented with photographic material. These can be photographs of events with the participation of local authorities (for example, the opening of a school, hospital, kindergarten, gasification of an object, etc.).

Informing the population about the activities of local governments can be considered the most effective if a channel of mutual communication between citizens and local authorities is established. To ensure its work, it is advisable for municipal libraries to organize the collection of suggestions and comments from residents on the information provided and their prompt transfer to local governments.

To do this, information stands and bulletin boards can be equipped with pockets (urns, boxes, etc.) for written requests from citizens. Such a kind of "mailbox" can be called "Questions to the authorities", "Conversation with the authorities", etc.

Documents received from local governments are recommended to be used when holding a variety of mass events by the library. For example, the exhibition shelf “Your prosperity is in your hands” can be timed to coincide with the fair of local producers and a review of the documents available on it can be carried out. Regulations on markets and the rules for trading in them, as well as provisions on local taxes, fees and other payments and benefits on them, would be appropriate here.

Of particular informational value are systematic, permanent knowledge universities, lecture halls, discussion clubs holding events on the topics “Problems of social development of the region”, “On the budget of the city (district)”, “City (district) on the eve of elections to local governments”. Such forms of work allow the library to become a center of expression of public opinion and provide information to the general public about the work of the local administration.

In order to increase the effectiveness of library activities, it is recommended to conduct a preliminary survey of the target audience on the topic “What do you understand by local self-government?”. In this way, it is possible to identify gaps in the information knowledge of the respondents and pay more attention to this when preparing exhibitions, meetings, discussions, reviews, etc.

One of the effective forms of establishing strong interaction between local authorities and the population is the organization by the library staff of regular meetings of residents with the heads and specialists of the local administration. Discussion of topical problems of the local community - about social services, healthcare, assistance and social support for young families, about environmental safety, gasification, leisure activities, etc. - is one of the types of citizens' participation in solving local issues.

An effective way of communication between the population and the legislature at the regional level is the “meeting with a deputy”, “hour of a deputy”, organized and conducted by the library. At such meetings, it is expected that the population will evaluate the activities of people's deputies, free discussion of bills that are under consideration in the local Duma. Participants of the event can express their opinion, make comments, clarifications, propose their own wording of laws, appeals, etc. Such meetings develop legal literacy and legal awareness of citizens, increase their civic activity and responsibility.

Thus, the organization and holding of these events contribute to the growth of the prestige of the library, lay the foundation for attracting the attention of local governments to libraries as assistants and conductors of the policy implemented by local authorities. In this regard, the activities of the library staff should be aimed both at helping local governments and at the address of the population, because an enlightened leader and municipal employee is an important condition for the survival of the library, and an enlightened resident is a guarantee of its stability.
