So who is Vasily Brovko, born in 1987? This is not the first time his name has come up in connection with the 2018 World Cup. Vasily Brovko headed the communication agency he created for five years "Apostle", from where he moved to work at Rostec at the end of 2013. However, he continued to maintain influence on his offspring. In the absence of Brovko, his close friend, the well-known TV presenter Tina Kandelaki, became the head of the Apostle, with whom they owned the shares of the PR agency equally. In 2015, it became known that Apostol would receive a contract for branding 11 cities where matches within the 2018 World Cup would be held. At that time, information was circulating in the media that the project was supported by the financial and economic bloc of the government, headed, as you know, by First Deputy Prime Minister Igor Shuvalov. Thus, the IT support of the championship by Rostec looks like a logical continuation of the lobbying activities of the former CEO of Apostol.

Proximity to the first persons of the state and direct access to high offices more than once helped him to successfully settle the affairs of structures affiliated with him. So, in April 2014, Deputy Prime Minister Dmitry Rogozin, who oversees the defense industry in the government, expressed indignation at two tenders by the Kalashnikov concern to develop a website and a brand, the starting price for each of which was 20 million rubles. The contracts of the Kalashnikov, which is part of Rostec, were going to be given to the Apostle, but Rogozin promised to initiate an audit of the competition. The conflict was extinguished before it had flared up, and Apostol took up the branding of the legendary manufacturer of small arms anyway. So Vasily Brovko won his next hardware victory.

Friendship between Rostec and Brovko began in 2010. At the suggestion of the then Minister of Information and Communications of Tatarstan Nikolai Nikiforov"Apostol" received a contract for the full communication support of a "young but ambitious" Internet provider at that time. So, in April 2015, the agency won a scandalous tender worth more than 60 million rubles for information and analytical support of the Ministry of Industry and Trade of the Russian Federation. This competition was cunningly divided into two lots: one worth 40 million rubles, the other in the region of 20 million rubles. They are called differently, but the set of services contain plus or minus the same. Branding of pencils, folders and business cards, as well as daily monitoring of the media and writing positive blog posts about the ministry were valued at millions of budget rubles.

Strong ties with Nikiforov, as well as friendship with Rustam Minnikhanov, soon opened a new chapter in the relationship between "Apostol" and Tatarstan - this time much more expensive. In 2014, the agency received a contract to develop the territorial brand of the republic. In addition, Vasily Brovko managed to turn Tatarstan into an advertising platform for Rostec. In the vicinity of Kazan, the corporation built its own science city Innopolis, where Brovko now holds annual IT conferences with the participation of politicians loyal to Rostec and Apostol or their deputies, including Minnikhanov, Nikiforov and the head of the Ministry of Industry and Trade Denis Manturov. Apparently, the purpose of such forums is to praise the state corporation and everything that Sergei Chemezov does for the country. Against the backdrop of fabulously expensive videos on huge screens, Brovko flaunts in a discreet designer suit and enjoys practicing public speaking.

Just as military factories churn out their products on a conveyor, so Vasily Brovko organized the uninterrupted supply of all new tenders for Apostol and learned how to use Rostec, and with it the federal budget, for his entourage. How many holdings are included in Rostec - so many rebranding orders were received by Tina Kandelaki in her bottomless piggy bank. KRET, Aviation Equipment, Shvabe, Kalashnikov - all these concerns paid off a lot of money to Apostol in exchange for incomprehensible services with "muddy" names: "positioning concept", "brand architecture development", "creation of a communication platforms." Brovko seems to be able to juggle these concepts even when woken up in the middle of the night.

Vasily Brovko, who is not yet 30 years old, tends to hide his enormous influence in every possible way. But sometimes in the information space there are still signals that testify to his exclusive relationship with the authorities. So, in 2013, he was criticized on the pages of Alexei Navalny's blogs because of the scandalous tender of the Apostle for the information service of Aeroflot. As you know, the popular oppositionist does not write about just anyone; in different years, such influential figures as the first deputy chairman of the government, Igor Shuvalov, or the former head of Russian Railways, Vladimir Yakunin, were subjected to his attacks. Brovko more than once became the object of attacks from other opposition stars - Ksenia Sobchak mentioned him on her Twitter, however, mostly in a romantic sense, hinting at the closeness of Vasily and Tina Kandelaki. But the “blonde in chocolate” is often passed in the microblog on Sergey Chemezov and “Rostec cuts”. Brovko was also featured in a large post “Put your Kandelaikas” by a close associate of Navalny, activist Ruslan Leviev. It remains an open question why the Russian opposition takes the not-so-media Brovko seriously.

Behind the "Apostle" stretches a long trail of scandalous stories related to the information service of the ruling elite. With Kandelaki, Vasily Brovko developed a special relationship in every sense. Conflict with Alexei Navalny

In particular, he pointed out that 52 videos were posted on the official Aeroflot YouTube channel at that time, which in total gained 6.7 million views. The video channel created by Apostol for the air carrier ranked seventh in the rating of video channels of all world air carriers, ahead of the accounts of Air France, Lufthansa and Emirates in terms of popularity.

In addition, in his publication dated March 22, 2013, Alexei Navalny announced that the rebranding of Rostec, carried out by Apostol in December 2012, was an unnecessary and useless measure. At the same time, according to Brovko, bot messages accounted for 65% of the total number of negative reviews.

Head of Communications Service at Rostec

As CEO of Apostol, Vasily Brovko launched the process of changing the positioning system of Rostec State Corporation in Russia and abroad. Under his leadership, the State Corporation was rebranded, all components of the brand were updated: the name, logo, slogan, all visual elements. The first media site was created, which publishes news about Russian industry in six languages. Rostec now has social media accounts and a YouTube channel with unique multimedia content.

Rebranding in December 2012 of the state corporation Rostec. The value of the holding's contract with the State Corporation was $1.5 million. The British agency Winter, headed by Ilya Oskolkov-Tsentsiper, a group of designers led by Hazel Macmillan, was involved in the work on the project. In October 2016, Vasily Brovko was appointed Director for Special Assignments of Rostec State Corporation. The corresponding decision was made by the CEO of the corporation and approved by the Supervisory Board of Rostec.

As Director for Special Assignments, Vasily Brovko will be responsible for the implementation of special projects in various industries. These projects are mostly complex development projects.

For October, 2016 Vasily Brovko is the chairman of the board of directors of NCI and "RT-Inform", the member of the board of directors of the Central Research Institute "Electronics". As part of the new position, Vasily will be responsible for the implementation of a unified electronic educational environment, the implementation of a project to deploy a global IT infrastructure as part of the 2018 FIFA World Cup, and will also be responsible for information and analytical support for the corporation's management bodies.

In the spring of 2017, Vasily Brovko joined the working group of the Economic Council under the President of the Russian Federation in the Digital Economy area. Vasily Brovko was born on February 6, 1987 in the city of Zhukovsky, Moscow Region. As a child, he played football professionally. In 2005 he graduated from the class with a mathematical bias of Lyceum No. 14. Then, until 2009, he studied at the Department of Political Science, Faculty of Philosophy, Moscow State University named after M.V. Lomonosov.

He created his first media project, while studying in his second year at university, the youth magazine Sreda.org, at various times whose political columnists and lecturers were Nikita Belykh, Alexei Volin and Valery Fadeev.

In 2006, he took up the position of producer of the political and entertainment blocks of the O2TV channel. During his work on the channel, he produced more than 15 TV programs. Among them: "Political League", "Conversation without rules", "Black and White" and others.

At the invitation of Sergey Arkhipov, Deputy General Director of the All-Russian State Television and Radio Broadcasting Company, in 2007 he moved to the post of director of the directorate for prime-time broadcasting of radio programs at Mayak State Radio Company.

In January 2008, he founded and became CEO of the Apostol Media Center for Strategic Communications, specializing in Russian and international PR, TV production, analytics, branding, design and other projects.

In September 2008, together with Andrei Kolesnikov and Tina Kandelaki, he launched the Unreal Politics project on the Internet. Over the six months of its existence on the network, more than 5 million people watched the political show, after which, at the end of 2009, the rights to Unreal Politics were acquired by the REN TV channel. Together with the management of the channel, he supervised the preparation of four episodes of the program, after which, together with the Apostol company, he left the project. In 2010, the first start-up in the history of the media business, which switched from Runet to federal television, bought the NTV channel from REN TV.

Internet channel Post TV launched at the end of 2008. As part of it, the programs "No Country for Old Men" with Zakhar Prilepin and "Fantastic Breakfast" with Dmitry Glukhovsky, "Face.ru Video Version" with Irena Ponaroshku, "Men's Games" with Oleg Taktarov and "Real Sport" with Victoria Lopyreva were launched. Together with a journalist from the pool of Vladimir Putin, the editor-in-chief of the Russian Pioneer magazine Andrei Kolesnikov, he promoted the publication: he organized a series of events with the participation of Russian media people and the political establishment. In 2011, as part of the management of the Apostol Media holding, he was engaged in the production of the weekly program Moscow 24/7 about the “life of ordinary Muscovites” for the TVC channel. The program was nominated for the TEFI award.

In March 2011, in partnership with Tina Kandelaki, he founded the investment company AM-Invest, which finances Internet startups, develops software and creates educational computer programs for schools, and became its CEO. According to Vasily Brovko, he and the Apostol team have previously worked on software development, including several platforms related to financial management in educational institutions.

In October 2011, he worked on the "Concept for the development of youth football in Dagestan" within the framework of cooperation with FC Anji. It included the training of the coaching staff and the creation of infrastructure throughout the republic, and also organized the presentation of one of the most expensive football strikers in the world, Samuel Eto'o.

From 2011 to 2012, together with Tina Kandelaki, he launched the national educational project "Smart School", which includes the regular holding of the all-Russian educational forum "Smart School", trips to regional schools and the work of the network project "Smart School.rf". The educational program of the "Smart School" is based on 5 meaningful axes that determine its specificity: figurative and artistic modeling of the world, psychologization of the educational process, intensive study of foreign languages, productive work, school sports.

From 2012 to 2013, he was in charge of PR promotion of Rostec State Corporation in Russia and abroad. Under his leadership, a number of projects were implemented, in particular, in December 2012, Rostec was rebranded, all components of the brand were updated, and a new multimedia website of the state corporation was created. The cost of these works amounted to 1.5 million dollars. The project was carried out by the Apostle Center for Strategic Communications, which involved the British agency Winter and a group of designers led by Hazel Macmillan. Vasily Brovko left Apostol in December 2013 and first headed the communications service of the state corporation, and later became director of communications, analytics and strategic research at Rostec.
