Particular attention should be paid to the fact that the new model of certification of teaching staff does not change the procedure for certification for compliance with the position. Changes in 2019 in the certification of teachers for the assignment of a qualification category

In the 2018-2019 academic year, the latest changes relate to the certification of teachers for establishing (confirming) a qualification category or filling a new position in the order of promotion in accordance with qualifications.

  • The deadlines for obtaining a qualification category will change. A teacher will be able to immediately get the highest category, even if he does not have the first category and no teaching experience. Since there is no experience and the teacher will not yet be able to show the results of the students, they will need to show their results at the certification according to the new model.

Thanks to changes in the certification of teachers in 2019, the distance associated with experience between a novice teacher and a more experienced teacher will be reduced. It will be possible for young teachers to go to certification earlier if the teacher sees himself as a professional of a new quality.

  • Changes in the certification of teaching staff in 2019 also apply to the number of qualification categories assigned based on the results of certification - their number can be expanded. Currently, there are two categories: the first or the highest. The new model of certification of teaching staff involves the introduction of a multi-level system of qualifications.
  • According to the new certification model for teaching staff, qualifications are assigned (confirmed) based on the results of an independent (objective) assessment using the EFOM for certification (currently based on the results of a subjective assessment of work - based on a "portfolio").

Significant changes in the certification of teachers in 2019 relate to the content of the test. Control measuring materials will contain three blocks:

  1. the level of knowledge in the subject taught by the teacher
  2. block on pedagogical science
  3. psychological block (communication skills).

Gradually, the professional assessment of teachers will be expanded in these three areas.

Prospects for the professional growth of teachers in the new certification model

At present, the increase in the level of education of a teacher and the promotion do not affect the professional (including official) growth of a teacher.

The introduction of a new certification model for teachers will allow young teachers to build their careers in different areas and improve their teaching skills (the path of horizontal growth).

The NSDS involves the introduction of three job gradations:

  1. "teacher" (graduated from a specialized educational institution, has knowledge of his subject, knows how to plan a lesson),
  2. "senior teacher" (a teacher with the first category - not only gained experience, but also mastered advanced pedagogical technologies, knows how to work with children with disabilities, is able to develop curricula himself),
  3. "leading teacher" (a teacher with the highest category - has all the competencies of a senior teacher, but acts as an integrator).

The Senior Lecturer will be mentoring with little workload. In each gradation there can be three more divisions.

In the new attestation model, the previous preferences of teaching staff will not be canceled: all previous titles, qualifications, categories, and the right to a seniority pension will be retained.

How teacher certification will take place in 2019: implementation timeline

In the 2018-2019 academic year, the certification of teachers will take place in the manner regulated by the order of the Ministry of Education and Science of Russia dated April 7, 2014 No. 276.

Since September 2017, in 13 regions of the Russian Federation, the model of the level assessment of the competencies of teachers of the Russian language and mathematics, who have expressed their willingness to participate in its implementation, has been tested.

The development of a new certification system will continue until 2020. The latest changes in the Federal Law 273 "On Education in the Russian Federation" indicate that the certification of teachers in 2017 will take place in two stages. Mandatory certification: important information about this type of assessment of the solvency of a teacher

Compulsory certification of teaching staff, starting in 2016, will be carried out for those who passed it 5 years ago. In 2017, teachers with an existing qualification category and pregnant women are exempted from mandatory certification.

It should be noted that certification can be ignored by those teachers who have been in the service in educational institutions for the last 2 years. Maternity leave gives the right to obtain a qualification and confirm one's teaching competence after starting work. It is important to remember that at least two years must pass from this moment until certification.

Certification does not apply to those employees of educational institutions who, for various reasons, have been absent from the workplace for the last 4 months (and more than this period). For them, certification becomes mandatory only after the expiration of one calendar year, starting from the moment of their official return to work.

Voluntary certification: who is interested in this type of confirmation of teacher competence

Probably, every person (not just a teacher - any other specialist) wants to improve his qualification level to a higher one, with the goal of moving up the career ladder and improving. Such people who wish to improve themselves will be interested in voluntary certification. The new form of teacher certification in 2017, in general, is in many ways similar to the already familiar order of affairs.

If we are talking about the field of education, then specifically a teacher, intending to improve his qualifications, must first seek help in resolving this issue directly from his superiors, and then write an appropriate application. The document should necessarily clarify that voluntary certification will be carried out in order to establish a new qualification category.

Voluntary certification will be of interest both to teachers without a category and to those teachers who already have it, but at the same time, they still have room to grow.

To get the highest possible rank, you need to be a teacher who is not only determined, but also has already received the first category earlier. Note that from that moment until the next increase should be at least two years.

At the same time, one cannot but say that the highest category is assigned to those teachers who already have one at all. In their case, they confirm their qualifications obtained earlier. Categories are issued for 5 years, after which they no longer need further prolongation.

How is the certification

Mandatory certification of teachers in 2017 in Russia is carried out under the control of a special certification commission. Its composition is formed from representatives of the educational organization. The head, who confirmed the order on the appointment of the commission, approves the composition: chairman, deputy, secretary and other members of the commission. On the appointed day, a committee meeting is held.

Voluntary certification implies a preliminary application from the employee himself. It indicates his position and current category. The commission will check the knowledge of the teacher on the appointed day.

Verification of the application may take up to 30 days, after which the conclusion of the commission is issued. The duration of the attestation, including the issuance of the final decision of the commission, is no more than 60 days.

The results of the certification

If the teacher partially or completely disagrees with the decision of the commission, he has the opportunity to challenge the conclusion in court. Another option is to create a special commission on labor disputes. The teacher has 90 days from the date of issuance of the opinion to contest the results.

On the other hand, if the results of the certification largely satisfy the employee of the educational institution, he himself, in this case, returning to the workplace and presenting the conclusion of the commission to the head, may demand an increase.

Within a month, the applicant will receive a notification at the specified address. It will report the date and time for which the assessment event is scheduled.

Who may be interested in voluntary certification?

The voluntary form should attract the attention of those educators who consciously strive to improve their level with the aim of self-improvement, self-realization and professional advancement. The new inspection procedure in 2017 has similar features to those that existed before.

A representative of the educational sphere of functioning, who has revealed a willingness to subject his teaching skills to an optional form of testing, should first contact his boss on this issue in order to write the necessary petition. It must indicate the pursued goal of passing the test (establishing a new category, confirming the existing one).

This form may be of interest both to teachers without a category and with it, but who have not yet exhausted career opportunities. To get the highest rank, you need to have the first category, as well as be well prepared in terms of skill.

How is certification carried out?

The passage of mandatory certification in 2017 is controlled by a special organization consisting of authorized members of the educational organization. Who is included in it is decided by the leading person who confirmed the order on its formation and composition. The head must submit a list of employees subject to control.

If a desire to undergo an optional assessment procedure is identified, the application is written by the employee himself. Having received a satisfactory final answer, the teacher, having taken up his duties, has the legal right to demand an addition to his salary.

Preparation for certification for professional suitability

Previously, it was enough to prepare children for an open lesson, to find a “common language” with representatives of the attestation committee, etc. Now the process has become more complicated, the set of requirements for the testers has increased, who must prove to the test group that they have the right to carry out their teaching service, and the degree their awareness corresponds to it quite.

Certification for compliance with the position held is an important event in the professional life of every teacher. Therefore, one should prepare for it with great responsibility in order to be able to fully reveal one's potential and show off awareness in one's business. Regardless of the presence of the subject during the issuance of the conclusion, the commission forms a protocol.   • educators who spent 4 months or more on sick leave (they will be tested one year after the end of the sick leave).

Does this mean that, if desired, these teachers cannot pass certification before the deadline specified by law? If the time for recertification approaches (5 years from the previous one) or the teacher wants to be certified for the highest category (has the first category for 2 years or more), then he has the right to submit the necessary documents and go through this procedure, even while on maternity leave or on maternity leave and childbirth.

The next question regarding attestation is the documents that will be required to apply. Until 2017, this was only a statement that was written by the employee and certified by the head of the educational organization. Now the package of necessary documents has expanded significantly.

The application must be accompanied by:

  • document on the previous certification (if any);
  • a photocopy of the diploma of pedagogical education;
  • a photocopy of the document confirming the existence of the category (if any);
  • a document legalizing the change of surname (if it has been changed);
  • job description and cover letter.

The decision of the attestation commission comes within a month, indicating the date and place of attestation. Certification and advanced training courses
