Of course, it is impossible to be a chief engineer without a higher education or to gain skills by studying at a school. The minimum education that a chief engineer should have is a university degree in a technical specialty. What will be the specialization, in fact, all the same - a design engineer, estimator, software engineer, metallurgist. There are chances to take place as a person and a professional in any industry.

The minimum experience to become a chief engineer is 3-5 years. But this does not mean that 5 years after receiving a diploma, you can reach a position. First you need to gain experience and seniority in the profile, then reach a less managerial position and work at the enterprise for at least 5 years.

For the second, you need to learn: to program in different languages, to assemble robots from Arduino, to make origami with children, yes, God knows what else.
