It seems to be a very important document. Almost all the provisions of this speech were implemented in the post-Soviet period in our country - there was a planting of violence, debauchery, individualism, a cult of profit by the media. Things went as far as declaring patriotism an obsolete tradition, a reactionary tendency. The peoples of the USSR also clashed with their foreheads, and the nationalist aspirations of the outskirts - the Balts, Ukrainians, Chechens, etc. were encouraged. However, in the post-Soviet period, a considerable number of politicians, scientists and journalists sought to prove that the above-mentioned text was allegedly false. From the point of view of anti-Soviet figures, the true source of this speech supposedly does not exist, and the text of the CIA director's speech is in many ways similar to the statement of the negative character of Anatoly Ivanov's novel "Eternal Call" (former Russian officer, SS Standartenführer Lakhnovsky).

Nevertheless, today there is a considerable number of facts confirming the authenticity of the speech of A. Dulles in 1945. So, information about this plan was received by the Soviet special services in 1947, as evidenced by diary entries of L.P. Beria dated April 23, 1947 . He emphasized that “interesting materials came from America. They could not take us by force, they want to decompose from within. They write directly, they will fight for people from childhood, they will decompose our literature and art and will find helpers and like-minded people inside Russia for this.

Particular attention should also be paid to the fact that the ex-CIA director A. Dulles himself in his memoirs “Doctrine: Russia must be put in its place!” indirectly hints at the fact of leakage of this information, which was the main problem in the work of American intelligence . In our opinion, for complete clarity of everything that is happening, it is advisable to consider the situation prevailing in the post-war period in the US CIA. So, A. Dulles notes that, during his leadership of the Central Intelligence Agency, he was not able to achieve “great success in finding ... an effective way to make our government apparatus more disciplined in terms of maintaining secrecy, or at least reduce the number of unpleasant leaks classified information of undoubted interest to a potential adversary.

Dulles recalled how government officials would periodically visit CIA leaders, shake a newspaper and wonder who had leaked all the secret documents? He also emphasizes that the leakage of secret information occurred through the state apparatus. Consequently, several hundred people had the opportunity to familiarize themselves with the relevant note, since the heads of the relevant state structures distributed copies in huge numbers to notify their subordinates. It is likely that the aforementioned "Dulles plan" became public in a similar way. As the historian O. Khlobustov writes in his article “Was the Dulles plan for the USSR a fake?”, Published in the Russian Who’s Who magazine in 2005, “one of the possible sources of information about this document could ... be Alger Hiss, a senior official in the administration of US Presidents Roosevelt and Truman." In the 1960s, officers who entered the service in the KGB of the USSR got acquainted with this document. So, Soviet state security officer V.S. The presence of the Dulles plan admitted former head of the 5th Directorate of the KGB of the USSR, General F.D. Bobkov during his conversation with the rector of the Moscow Humanitarian University I.M. Ilyinsky. According to Bobkov, the document was published. In particular, Zlobin notes that in 1945 there was no setting for the propaganda of cosmopolitanism in relation to the peoples of the USSR. There are no coincidences and common places in the texts of the so-called "Dulles Plan" (dating back to Ivanov's novel) and "Memorandum 20/1 of the US NSS". At the same time, under the name of the “Dulles plan”, it is not the full text of the document that appears, but a contamination of excerpts given in the book by N.N. Peaceful (in the absence of war). "Peaceful" goals boiled down to the following:

“A. Reduce the power and influence of Moscow to such an extent that they no longer pose a threat to the peace and stability of the international community

The first task was to reduce the excessive power of Russia, but without the need to affect the main vital interests of the Russian state, solely by destroying the informal channels of international communist influence. Thus, the withering away of the power structure that was previously known as the Third International, which has survived the use of this name, should not include any official humiliation of the government in Moscow and no formal concessions on the part of the Soviet state. This also applies to the termination of the system of satellite ties between the USSR and the countries of Eastern Europe, with the transformation of the latter into full-fledged, fully sovereign participants in international relations.

With regard to the borders of the USSR, the document took a twofold position: its authors are ready to accept the expansion of these borders after 1939 “in the name of maintaining peace”, but not in relation to the Baltic countries - here the authors insist on the principled support of the Baltic peoples. However, since the exit of the Baltic States from the USSR would already affect the national interests of the USSR and would be impossible without a war, the authors of the report do not promote this option, but propose a compromise, with the provision of the Baltic countries with “autonomous regimes that generally correspond to the cultural needs and national aspirations of the peoples, that are being discussed."

Point B meant the termination by the USSR of the ideological and ideological hegemony-oriented policy, with its replacement by a policy built on the principles of "tolerance and international cooperation", which implies the recognition of equal rights for all peoples and countries and the right to pursue national goals that are at odds with the communist ideology.

A special set of goals was put forward in case of war and victory over the USSR. It was pointed out that the United States should not carry out the occupation of the country and take responsibility for it (primarily due to the impossibility of controlling such vast territories and a large population); nor should they seek to independently impose Western-style democracy, in view of the weakness, if not the absence, of democratic traditions in Russia. Any government that arises must be reckoned with and taken for granted that no Russian government will be unambiguously pro-American and suit the US in every way. It is even possible that a large part of the country will remain under the communist regime. In any case, the new Russia:

a) must not be so militarily strong as to threaten neighbors;

b) must grant broad autonomy to national minorities;

c) must be economically dependent on the outside world;

The authors unambiguously advocate granting independence to the Baltic republics, but believe that for Ukraine, due to its close cultural and historical ties with Russia and the unformed Ukrainian nation, a rather broad federation; however, if Ukraine declares independence without the support of the United States, this should not be opposed. At the same time, it was stated that the United States and its allies would not tolerate any of the current Soviet leaders remaining in power in defeated Russia or in part of it.

Thus, paying attention to various aspects of the Dulles plan, we studied in detail its content, and most importantly, the goals of the ideological struggle against the USSR. The plan, with amazing accuracy, painted a picture of the death of a great country, but whether all this is reality remains still in question.

We will in every possible way support and raise the so-called artists, who will plant and hammer into the human consciousness cult of sex, violence, sadism, betrayal- in a word, any IMMORALITY. In the administration of the state, we will create chaos and confusion.

We will imperceptibly, but actively and constantly promote the tyranny of officials, the prosperity of bribe-takers and unscrupulousness. Bureaucracy and red tape will be elevated to virtue. Honesty and decency will be ridiculed and will not be needed by anyone, will turn into a relic of the past. Rudeness and arrogance, lies and deceit. Drunkenness and drug addiction, animal fear of each other and shamelessness, betrayal, nationalism and enmity of peoples - first of all, enmity and hatred for the Russian people, - all this we will deftly and imperceptibly cultivate, all this will bloom in a double color.

And only a few, very few will guess or even understand what is happening. But we will put such people in a helpless position, turn them into a laughingstock, find a way to slander them and declare them the dregs of society.We will uproot spiritual roots, vulgarize and destroy the foundations of folk morality.

We will shatter thus, generation after generation. We will take on people from childhood, youthful years, and we will always place the main stake on YOUTH - Let us corrupt, corrupt and corrupt it. We will make cynics, vulgarities and cosmopolitans out of her.
