What is the procedure for certification of teaching staff?

Certification of teaching staff is provided for by the legislation of the Russian Federation and is carried out according to a special procedure. We will talk about this procedure and about what main regulations it is regulated in the presented article.

New certification of teachers in 2018 - 2019: what is the purpose of certification of teachers

Certification of teaching staff is appointed to establish (clause 1, article 49 of the law "On Education in the Russian Federation" dated December 29, 2012 No. 273-FZ):

  • compliance of the professional qualities of employees with their positions;
  • qualification category of a particular employee.

As a general rule, certification for the compliance of an employee with the position held is carried out once every 5 years (clause 2, article 49 of law No. 273-FZ). Such periodicity is also provided for employees from among the teaching staff (Article 332 of the Labor Code of the Russian Federation). Mandatory attestation is carried out on the basis of the employer's recommendation.

Voluntary certification (in order to establish a qualification category) is carried out at the request of the employee himself.

The certification of pedagogical workers in 2018-2019 is carried out according to the same scheme as in previous years, there were no innovations at the federal level in this part. At the same time, at the regional and municipal level, the level of cities of federal significance, their own adjustments can be introduced. For example, in terms of workflow within the framework of certification, etc.

So, since 2016 in the Moscow region. the form of an expert opinion was reduced to 1 page, the total number of documents to confirm the results of professional achievements of a certified teacher was reduced, and 2 options for designing a teacher's portfolio (on paper or in electronic form) were proposed, etc.

Regulations on certification of teaching staff

The certification procedure is regulated by the following acts:

  • The procedure for certification ..., approved. by order of the Ministry of Education and Science of Russia dated April 7, 2014 No. 276 (hereinafter - Order No. 276), - in relation to employees of educational institutions. This procedure applies to teachers, methodologists, instructors, speech therapists, educators, teachers of additional education, etc. (see section 2 of the Nomenclature of positions ..., approved by Decree of the Government of the Russian Federation of 08.08.2013 No. 678).
  • Regulations "On the procedure for conducting ...", approved. by order of the Ministry of Education and Science of Russia dated March 30, 2015 No. 293. The regulation applies to teaching staff from among the teaching staff.

Application for certification

Certification of teaching staff, carried out in order to establish the qualification category of such workers, is carried out according to their applications submitted to the certification commission by any of the available methods (clause 27 of order No. 276):

  • in person;
  • by mail with acknowledgment of receipt;
  • by e-mail or through special resources on the Internet.

There is no unified model for such a statement, but it can be approved at the regional or municipal level.

In general, the structure of the application for attestation can be as follows:

  • information about the employee: full name, position, qualification category, education, total work experience and teaching experience, other information that the employee considers necessary to inform the commission in this case;
  • an indication of the qualification category and position for which the employee wishes to undergo certification (requirement of clause 27 of order No. 276);
  • an indication of the achievements and results obtained by the employee in the framework of pedagogical activity: participation in competitions and projects, the use of modern teaching methods, the creation of specialized databases, innovation, etc.;
  • a request for certification in the presence / in the absence of an employee at a meeting (see clause 36 of order No. 276);
  • signature of the employee, indication of contact details.

An application for attestation can be submitted by an employee at any time, regardless of the period of his work in this organization (clause 29 of order No. 276).

Certification results. Registration of results

Based on the results of the certification of the employee for compliance with the position held, the commission makes its decision in the form of an open vote in the absence of the person being certified (clause 16 of order No. 276). The results are to be recorded in the minutes of the meeting. In the future, an extract is made from the protocol in relation to the certified employee, with which the latter must be familiarized with the signature and which is stored in the future in the employee's personal file.

When resolving the issue of assigning a category to an employee at his request, the commission acts in a similar manner and reports the result to the person being certified (clause 40 of order No. 276). So, the certification of pedagogical workers can be mandatory (for compliance with the position held) and voluntary, at the request of the employee (for establishing a qualification category). As a general rule, certification is carried out once every 5 years. The attestation commission makes a decision by open voting and fixes it in the minutes.

3. Application

I. General provisions

1. The procedure for attestation of pedagogical workers of organizations engaged in educational activities (hereinafter referred to as the organization) determines the rules, main tasks and principles for attestation of pedagogical workers of organizations.

This Procedure applies to teaching staff of organizations filling positions named in subsection 2 of section I of the nomenclature of positions of teaching staff of organizations engaged in educational activities, positions of heads of educational organizations, approved by Decree of the Government of the Russian Federation of August 8, 2013 N 678 (Collection of Legislation of the Russian Federation, 2013, N 33, Art. 4381), including in cases where the filling of positions is carried out part-time in the same or another organization, as well as by combining positions along with work in the same organization, defined by an employment contract (hereinafter referred to as teaching staff ).

2. Certification of teaching staff is carried out in order to confirm the compliance of teaching staff with their positions based on an assessment of their professional activities and at the request of teaching staff (with the exception of teaching staff from among the teaching staff) in order to establish a qualification category.

3. The main tasks of certification are:

stimulation of purposeful, continuous improvement of the level of qualification of pedagogical workers, their methodological culture, professional and personal growth;

determining the need for advanced training of teaching staff;

improving the efficiency and quality of teaching activities;

identifying prospects for using the potential of teaching staff;

taking into account the requirements of federal state educational standards for personnel conditions for the implementation of educational programs when forming the personnel of organizations;

ensuring the differentiation of wages for teachers, taking into account the established qualification category and the volume of their teaching (pedagogical) work.

4. The main principles of certification are collegiality, publicity, openness, ensuring an objective attitude towards teaching staff, inadmissibility of discrimination during certification.

II. Certification of teaching staff in order to confirm compliance with the position held

Certification of teaching staff in order to confirm the compliance of teaching staff with their positions is carried out once every five years on the basis of an assessment of their professional activities by certification commissions, independently formed organizations (hereinafter referred to as the certification commission of the organization).

6. The attestation commission of the organization is created by the administrative act of the employer, consisting of the chairman of the commission, deputy chairman, secretary and members of the commission.

7. The composition of the attestation commission of the organization must include a representative of the elected body of the relevant primary trade union organization (if such a body exists).

8. Certification of teaching staff is carried out in accordance with the administrative act of the employer.

9. The employer introduces the teaching staff with the administrative act containing the list of employees of the organization subject to certification, the certification schedule, against signature at least 30 calendar days before the day of their certification according to the schedule.

10. To conduct certification for each teacher, the employer submits a submission to the certification commission of the organization.

11. The submission contains the following information about the teacher:

a) last name, first name, patronymic (if any);

b) the name of the position on the date of certification;

c) the date of conclusion of an employment contract for this position;

d) the level of education and (or) qualifications in the specialty or field of study;

e) information on obtaining additional professional education in the field of pedagogical activity;

f) the results of previous certifications (if any);

g) a motivated comprehensive and objective assessment of professional, business qualities, the results of the professional activity of a pedagogical worker in the performance of labor duties assigned to him by an employment contract.

12. The employer acquaints the teacher with the submission against signature no later than 30 calendar days before the day of the certification. After reviewing the submission, the teacher, if desired, may submit to the certification commission of the organization additional information characterizing his professional activity for the period from the date of the previous certification (for primary certification - from the date of employment).

If the teacher refuses to get acquainted with the presentation, an act is drawn up, which is signed by the employer and the persons (at least two) in whose presence the act is drawn up.

13. Certification is carried out at a meeting of the certification commission of the organization with the participation of a teacher.

The meeting of the attestation commission of the organization is considered competent if it is attended by at least two thirds of the total number of members of the attestation commission of the organization.

If a teacher is absent on the day of the certification at a meeting of the certification commission of the organization for good reasons, his certification is postponed to another date, and appropriate changes are made to the certification schedule, about which the employer informs the employee against signature at least 30 calendar days before the new date carrying out its certification.

If a teacher fails to appear at a meeting of the attestation commission of the organization without a good reason, the attestation commission of the organization conducts certification in his absence.

14. The attestation commission of the organization considers the submission, additional information submitted by the teacher himself, characterizing his professional activity (if presented).

15. Based on the results of the certification of a teacher, the certification commission of the organization makes one of the following decisions:

corresponds to the position held (the position of the pedagogical worker is indicated);

does not correspond to the position held (the position of the pedagogical worker is indicated).

16. The decision is made by the attestation commission of the organization in the absence of the certified teacher by open voting by a majority vote of the members of the attestation commission of the organization present at the meeting.

When passing the certification, a teacher who is a member of the certification commission of the organization does not participate in the voting on his candidacy.

17. In cases where at least half of the members of the attestation commission of the organization present at the meeting voted for the decision on the compliance of the employee with the position held, the teacher is recognized as appropriate for the position held.

18. The results of the attestation of a teacher who is directly present at a meeting of the attestation commission of the organization are communicated to him after summing up the voting results.

19. The results of the certification of teachers are recorded in a protocol signed by the chairman, deputy chairman, secretary and members of the certification commission of the organization who were present at the meeting, which is stored with submissions, additional information provided by the teachers themselves, characterizing their professional activities (if any) , at the employer.

20. For a teacher who has passed certification, no later than two working days from the date of its conduct by the secretary of the certification commission of the organization, an extract from the protocol is drawn up containing information about the last name, first name, patronymic (if any) of the person being certified, the name of his position, the date of the meeting of the certification commission of the organization , voting results, on the decision adopted by the attestation commission of the organization. The employer acquaints the teacher with an extract from the protocol against signature within three working days after its preparation. An extract from the protocol is kept in the personal file of the teacher.

21. The results of certification in order to confirm the compliance of teachers with their positions on the basis of an assessment of their professional activities, a teacher has the right to appeal in accordance with the legislation of the Russian Federation.

22. Certification in order to confirm compliance with the position held does not pass the following teaching staff:

a) teaching staff with qualification categories;

b) who have worked in their position for less than two years in the organization in which certification is carried out;

c) pregnant women;

d) women on maternity leave;

e) persons on parental leave until the child reaches the age of three;

f) absent from the workplace for more than four consecutive months due to illness.

Certification of pedagogical workers, provided for in subparagraphs "d" and "e" of this paragraph, is possible not earlier than two years after their release from the specified holidays.

Certification of pedagogical workers, provided for by subparagraph "e" of this paragraph, is possible not earlier than one year after their entry into work.

23. Attestation commissions of organizations give recommendations to the employer on the possibility of appointing persons to the relevant positions of pedagogical workers who do not have special training or work experience established in the "Qualification Requirements" section of the "Qualification Characteristics of the Positions of Educational Workers" section of the Unified Qualification Directory for the positions of managers, specialists and employees and (or) professional standards, but having sufficient practical experience and competence, performing qualitatively and in full the duties assigned to them.

III. Certification of teaching staff in order to establish a qualification category

24. Certification of teaching staff in order to establish a qualification category is carried out at their request.

According to the results of certification, the first or highest qualification category is established for teaching staff.

The qualification category is established for a period of 5 years. The validity period of the qualification category is not subject to extension.

25. Certification of pedagogical workers of organizations administered by federal executive authorities is carried out by attestation commissions formed by federal executive authorities in whose jurisdiction these organizations are, and in relation to pedagogical workers of organizations administered by a constituent entity of the Russian Federation, pedagogical workers of municipal and private organizations, this attestation is carried out by attestation commissions formed by authorized state authorities of the constituent entities of the Russian Federation (hereinafter referred to as attestation commissions).

26. When forming attestation commissions, their composition, work regulations, as well as the conditions for attracting specialists to carry out a comprehensive analysis of the professional activities of teaching staff are determined.

The composition of the attestation commissions includes a representative of the relevant trade union.

27. Certification of pedagogical workers is carried out on the basis of their applications submitted directly to the attestation commission, or sent by pedagogical workers to the address of the attestation commission by mail with a letter with a return receipt or with a notification in the form of an electronic document using public information and telecommunication networks, including number of the Internet.

28. In the application for certification, pedagogical workers indicate the qualification categories and positions for which they wish to be certified.

29. Applications for attestation are submitted by teaching staff, regardless of the length of work in the organization, including while on parental leave.

30. Applications for attestation in order to establish the highest qualification category for the position for which certification will be carried out for the first time are submitted by teachers no earlier than two years after the establishment of the first qualification category for this position.

31. The expiration of the highest qualification category does not limit the right of a teacher to subsequently apply to the certification commission with an application for his certification in order to establish the highest qualification category for the same position.

32. Applications of teachers for attestation are considered by attestation commissions within a period of not more than 30 calendar days from the date of their receipt, during which:

a) a specific term for the certification is determined for each teacher individually, taking into account the validity period of the previously established qualification category;

b) a written notification of teaching staff about the date and place of their certification is carried out.

33. The duration of certification for each teacher from the beginning of its implementation and until the decision of the certification commission is no more than 60 calendar days.

34. The meeting of the attestation commission is considered competent if it is attended by at least two thirds of the total number of its members.

35. The pedagogical worker has the right to personally be present during his certification at a meeting of the certification commission. If a teacher does not appear at a meeting of the attestation commission, attestation is carried out in his absence.

36. The first qualification category for teaching staff is established on the basis of:

stable positive results in the development of educational programs by students based on the results of monitoring conducted by the organization;

stable positive results in the development of educational programs by students based on the results of monitoring the education system, carried out in the manner established;

identifying the development of students' abilities for scientific (intellectual), creative, physical culture and sports activities;

personal contribution to improving the quality of education, improving the methods of training and education, broadcasting in teaching staff the experience of the practical results of their professional activities, active participation in the work of methodological associations of pedagogical workers of the organization.

37. The highest qualification category for teaching staff is established on the basis of:

achievement by students of positive dynamics of the results of mastering educational programs based on the results of monitoring conducted by the organization;

achievement by students of positive results in the development of educational programs based on the results of monitoring the education system conducted in the manner established by the Decree of the Government of the Russian Federation of August 5, 2013 N 662;

identifying and developing students' abilities for scientific (intellectual), creative, physical culture and sports activities, as well as their participation in olympiads, competitions, festivals, competitions;

personal contribution to improving the quality of education, improving teaching and upbringing methods, and the productive use of new educational technologies, broadcasting in teaching staff the experience of the practical results of their professional activities, including experimental and innovative;

active participation in the work of methodological associations of pedagogical workers of organizations, in the development of program and methodological support of the educational process, professional competitions.

38. Evaluation of the professional activities of teachers in order to establish a qualification category is carried out by the certification commission based on the results of their work, provided for in paragraphs 36 and 37 of this Procedure, provided that their activities are related to the relevant areas of work.

39. Based on the results of certification, the certification commission makes one of the following decisions:

establish the first (highest) qualification category (the position of the pedagogical worker for which the qualification category is established is indicated);

refuse to establish the first (highest) qualification category (the position for which the teacher is denied the establishment of a qualification category is indicated).

40. The decision of the attestation commission is made in the absence of the attested teacher by open voting by a majority vote of the members of the attestation commission present at the meeting. In case of equality of votes, the attestation commission makes a decision to establish the first (highest) qualification category.

When passing the attestation, a teacher who is a member of the attestation commission does not participate in the voting on his candidacy.

The results of the attestation of a teacher directly present at a meeting of the attestation commission are communicated to him after summing up the voting results.

41. The decision of the attestation commission is drawn up in a protocol, which is signed by the chairman, deputy chairman, secretary and members of the attestation commission who took part in the voting.

The decision of the attestation commission comes into force from the date of its issuance.

42. When a decision of the attestation commission to refuse to establish the highest qualification category is made in relation to a teacher with the first qualification category, the first qualification category is retained for him until its expiration.

43. Pedagogical workers who, during certification, were denied the establishment of a qualification category, apply at their request to the certification commission with an application for certification for the same qualification category no earlier than one year from the date the certification commission made the appropriate decision.

44. Based on the decisions of the attestation commissions on the results of the attestation of pedagogical workers, the relevant federal executive authorities or authorized state authorities of the constituent entities of the Russian Federation issue administrative acts on the establishment of pedagogical workers of the first or highest qualification category from the date of the decision of the attestation commission, which are posted on the official websites of the indicated bodies on the Internet.

45. The results of certification in order to establish a qualification category (first or highest), a teacher has the right to appeal in accordance with the legislation of the Russian Federation.

46. ​​The qualification categories established for teaching staff are retained until the expiration of their validity upon transfer to another organization, including one located in another subject of the Russian Federation.

Educational workers, namely teachers in universities, schools, educators in kindergartens, as well as specialists in primary and secondary institutions, already know that from 2017 some changes will be made in the certification process. Simply put, certification of teaching staff (2017) will be held under completely different rules and regulations.

Many people know that any employee in the field of pedagogy must undergo recertification every 5 years. This procedure is necessary in order to improve the skills and knowledge of teachers, as well as to understand whether a person fits the position (does he have all the necessary skills for it). Anyone who has ever encountered this test assures that it is the most responsible and significant for all workers in the field of education.

  • Firstly, the commission must see the 100% preparation of the certification participant, in front of it he must reveal all the baggage of knowledge and skills. In addition, it is often required to prove pedagogical professionalism and resourcefulness. It is these criteria that can help the commission determine the qualifications of a teacher and give him grades.
  • Secondly, the successful completion of certification allows an educator to count on a higher salary. This is quite a significant incentive for professional growth and new achievements.

General information

Pedagogical certification is of two types: voluntary and mandatory. Let's look at each type in more detail.

Mandatory certification in 2016-2017 will “capture” all teachers who passed it 5 years ago. The following are exempted from mandatory verification:

  • pregnant women;
  • teachers with a qualification category;
  • workers who are “newbies” in the field of education, i.e. worked for only 2 years;
  • persons who are on maternity leave at the time of the knowledge test (they will pass certification 2 years after returning to their legal place of work);
  • a teacher who has been absent from work for more than 4 months due to illness (certification will need to be completed a year after the official start of work).

Voluntary pedagogical certification is carried out by persons who, of their own free will, want to improve their qualifications. To do this, you must contact the management with the appropriate statement. Note that teachers who do not have a category or have acquired a 1st category can achieve an increase to the 1st category. To get the highest rank, you need to earn the 1st category no less than 2 years ago. In addition, if the teacher already has the highest category, he can confirm it with voluntary certification.

New regulations and rules

With the onset of 2017, everyone will need to familiarize themselves with the innovations that have affected pedagogical certification. The new review is expected to be based on two main steps:

  • confirmation of compliance with the position held;
  • obtaining a higher category.

Each of these stages has distinctive features and features:

  1. Confirmation of suitability for the position held. During this part of the test, the committee must evaluate and test the knowledge, skills and abilities of the teacher. In addition, during the verification process, professionalism and methods of communicating with children during study are determined. Simply put, at this stage, the members of the commission determine the professional suitability of the teacher, namely, whether he has the right to engage in teaching activities.
  2. Obtaining a professional qualification category. In 2017, the teacher will have the right to apply for 1 or the highest category. However, to earn the first category, an employee must meet the following parameters:
  1. have a second qualification category;
  2. have the first one, but the time has come for certification.

If the goal is to get the highest category, it must meet other conditions:

  • have the first category for two years;
  • have the highest category, but the time has come for passing the attestation check.

Documents for certification

Officials have also changed the list of documents required to start passing pedagogical certification in 2017. Recall that earlier the employee had to simply write a statement - at this stage of registration ended. Now things are a little different, because the main responsibility lies on the shoulders of educational institutions at the level of the subjects of the Russian Federation.

  1. Application with personal signature
  2. A copy of the result from the last certification (if any)
  3. Copies of diplomas of higher or secondary professional pedagogical education
  4. A copy confirming the presence of the highest or first category of certification (if it was previously received)
  5. A copy of the documents on the change of surname, if it has been changed
  6. A specially written cover letter or a detailed description from the place of work, which can confirm the level of competence and professional activity.

A month after the submission of documents, the applicant will receive a letter to his home address with a detailed description of the place and time of the certification.

In accordance with the law "On Education in the Russian Federation", pedagogical workers of organizations engaged in educational activities must undergo certification. Certification is important not only for the teachers themselves (it stimulates their professional and personal growth, wage increases, etc.), but is also aimed at improving the quality of education by increasing the efficiency and quality of their teaching activities. Order of the Ministry of Education and Science of the Russian Federation of April 7, 2014 N 276 (registered with the Ministry of Justice of the Russian Federation on May 23, 2014 Registration N 32408) approved a new Procedure for attestation of teaching staff of organizations engaged in educational activities (hereinafter referred to as the Procedure). In this connection, the order of the Ministry of Education and Science of the Russian Federation of March 24, 2010 N 209 "On the Procedure for Attestation of Pedagogical Workers of State and Municipal Educational Institutions" (registered by the Ministry of Justice of the Russian Federation on April 26, 2010, registration N 16999) becomes invalid.

What's new?

1. Certification to establish the compliance of a teacher with the position held on the basis of an assessment of his professional activity is now carried out by the educational organizations themselves, which for this purpose create certification commissions.

2. The new Procedure has expanded the categories of teachers who do not pass certification. Teachers who have been in office for less than 2 years and those who have been ill for more than 4 months have been added to the previously existing list.

3. Changes have also been made to the procedure for passing attestation at will - when a teacher wants to get a higher qualification category: first or highest.

According to the new rules, the assessment criteria in force were supplemented by the results of inspections, which from this year will be carried out annually by specialists from the Ministry of Education and Science in educational institutions; teachers should train not only the best two or three students, but try to identify and support the talents of all students and, in addition, help children who are lagging behind in their studies.

4. According to the new rules, the results of the examination for the assignment of the highest qualification to a teacher will be published on the Internet - on the websites of public authorities. Those who are denied the highest qualification can try again - in a year.

Possible way to work with the document

1. Familiarize yourself with the new Procedure for attestation of the organization's teaching staff;

2. To develop, adopt and approve, in the manner established in the organization, local acts of the organization on the certification of teachers in accordance with the approved Procedure (Regulations on the certification commission of an educational organization, certification schedule, Presentation form for a teacher, form of an administrative act on certification, form of protocol and extract from the minutes of the meeting of the attestation commission, etc.);

1. On the qualification categories available to employees

Determined that qualification categories previously established for teachers of state and municipal educational institutions, are retained for the period for which they were established.

2. Types of certification

  • mandatory - in order to confirm the compliance of teaching staff with their positions based on an assessment of their professional activities;
  • voluntary - at the request of the teacher in order to establish the first or highest qualification category.

3. Who is certified

All teachers of educational organizations engaged in educational activities, including part-time workers, as well as employees who combine positions along with work in the same organization, defined by an employment contract, are certified.

4. Who is exempt from certification

Approved Order does not concern faculty.

Certification in order to confirm compliance with the position held do not pass the following workers:

a) teaching staff having qualification categories;

b) who have worked in their position less than two years in the organization in which certification is carried out;

V) pregnant women;

G) women on maternity leave. Their certification is possible not earlier than two years

e) persons who are on parental leave until they reachthree years of age. Their certification is possible not earlier than two years later after leaving the specified vacation;

e ) absent from the workplace for more than four consecutive months inassociation with disease. Their certification is possible not earlier than one year after going to work.

5.Frequency and terms of certification

Certification is carried out 1 time in 5 years.

Validity of qualification category not subject to extension.

6.Principles of certification

Collegiality, publicity, openness, providing an objective attitude towards teaching staff, the inadmissibility of discrimination during certification.

7.Certification procedure

The document details the procedure for attesting teachers for compliance with the position they hold and assigning them qualification categories. It has been established that:

a) In accordance with the Procedure, certification of teachers in order to confirm their compliance with the positions they hold based on an assessment of their professional activities is carried out attestation commissions independently formed by educational organizations, in accordance with the directive of the employer.

The composition of the attestation commission of the organization should include the chairman of the commission, deputy chairman, secretary and members of the commission, as well as Mandatory representative of an elected body the relevant primary trade union organization (if such a body exists).

When making a decision, the attestation commissions of organizations also give recommendations to the employer on the possibility of appointing teachers to the relevant positions. persons who do not have special training or work experience, established in the section "Qualification requirements" of the section "Qualification characteristics of positions of educational workers" of the Unified qualification directory of positions of managers, specialists and employees and (or) professional standards, but having sufficient practical experience and competence, performing qualitatively and in full the duties assigned to them responsibilities .

b) Certification of teaching staff in order to establish a qualification category is carried out:

  • for teaching staff of organizations that are under the jurisdiction of federal executive authorities - attestation commissions formed by the federal executive authorities in whose jurisdiction these organizations are located;
  • in relation to pedagogical workers of organizations that are under the jurisdiction of a constituent entity of the Russian Federation, pedagogical workers of municipal and private organizations - attestation commissions formed by authorized state authorities of the constituent entities of the Russian Federation.

Certification of pedagogical workers is carried out on the basis of their applications submitted directly to the attestation commission, or sent by pedagogical workers to the address of the attestation commission by mail with a letter of receipt or with a notification in the form of an electronic document using public information and telecommunication networks, including the network " Internet".

It has been established that applications for attestation for the assignment of a qualification category are submitted by educators, regardless of the duration of their work in the organization, including while on parental leave.

Applications for certification in order to establish the highest qualification category for the position for which certification will be conducted for the first time are submitted by teaching staff not earlier thanin two years after the establishment of the first qualification category for this position.

The expiration of the highest qualification category does not limit the right of a teacher to subsequently apply to the certification commission with an application for certification in order to establish the highest qualification category for the same position.

Teachers who, during certification denied qualification category, apply at their request to the attestation commission with an application for attestation for the same qualification category not earlier than one year from the date of adoption of the relevant decision by the attestation commission.

When teaching staff transfer to another organization, including one located in another subject of the Russian Federation, the qualification categories established by it are retained until their expiration date..

Appealing the results of attestation

The employee has the right to appeal the results of certification in accordance with the legislation of the Russian Federation.

The latest changes in the 273rd Federal Law "On Education" indicate that the certification of teachers in 2017 will be carried out in two stages. The first of them is devoted to confirming the compliance of the position with one's professional suitability. The second stage is reserved for the justified assignment of the appropriate category to an employee of an educational institution.

Advanced training is possible only in case of successful completion of the commission, whose membership is focused on the face-to-face examination of the knowledge and skills of the teacher, establishing his ability to communicate and treat the children's team in the way that a teacher should.

General provisions regarding the certification of Russian teachers

The distribution of the new attestation of pedagogical workers this year covers all, without exception, workers in the field of education.

Note that today in Russia there are two types of certification: mandatory and voluntary. The first is established for those pedagogical workers who, in accordance with the requirements of the state, directly need to conduct a knowledge test. The commission determines the level of solvency of a particular teacher, after which it comes to the conclusion whether he corresponds to his position or simply takes someone else's place.

As for certification on a voluntary basis, it will be of interest, first of all, to those persons who set as their goal the improvement of their own qualification level.

Mandatory certification and its features

Mandatory certification, as one of the types of assessing the viability of a teacher, will be carried out for those teachers who passed it five years ago. In 2017, teachers who already have a qualification category and pregnant women are exempted from mandatory passage.

In addition, attestation is allowed to be ignored by teachers who have been in the pedagogical service in educational institutions only for the last 2 years.

At the same time, being on maternity leave does not exclude obtaining the right associated with obtaining qualifications and confirming one's teaching competence after starting work. You should know that from this moment until the certification must pass at least two years.

The mandatory certification does not affect employees of educational institutions, whose absence from the workplace for certain reasons is a period equal to four months, or exceeds this period.

For these people, the issue of mandatory certification becomes relevant only after one calendar year (the course of this period begins from the moment they officially start work).

Who is eligible to initiate participation

Perhaps, every person, not only a teacher, but also a specialist in any other field, strives to improve his qualification level, relying on career advancement and self-improvement. Such interested applicants have the right to participate in voluntary certification, the new form of which in 2017 is in many ways similar to the already familiar order of business.

If we talk specifically about the field of education and about the teacher, then the latter, if he wants to improve his own qualifications, can seek help from his immediate superiors, and then submit an appropriate application. This document must clarify that voluntary certification is necessary in order to determine a new qualification category.

Participation in voluntary certification will be interesting both for teachers who do not have a category, and for those who believe that they have room to grow.

Obtaining the highest rank among the existing ones presupposes not only the presence of a decisive attitude of the teacher, but also the previously assigned first category, from the moment of receiving which until the next promotion, at least a two-year period must pass.

At the same time, it cannot be argued that the highest category is assigned only to those teachers who already possess it. In this case, they simply confirm this qualification, achieved earlier. All categories are subject to issue for 5 years. Further, they do not need to be extended.

List of documents

An important condition for participation in the certification in 2017 is the submission of an application. Recall that earlier teachers who wished to improve their qualifications or assign themselves to another category were required to apply in their area.

Today, all the responsibility associated with the certification falls on the shoulders of higher educational organizations at the level of the constituent entities of the Russian Federation.

To pass certification, you must prepare:

  • statement;
  • sheet of the last certification (copy, if any);
  • a document confirming higher (secondary) pedagogical education (copy);
  • a sheet indicating the presence of the highest (first) level of attestation (if received earlier);
  • professional portfolio;
  • a characteristic (covering letter) from the place of work, where the personality of the teacher will be assessed by professional suitability.

In addition, additional documents may be required if it is necessary to confirm a change in personal data (for example, a change of surname).

Notification of the attestation procedure, indicating the date and time, will be received at the applicant's place of residence one month after the submission of documents.

How does certification work?

The certification of Russian teachers in 2017 is carried out under the control of the certification commission, the composition of which is formed from among the representatives of the educational organization.

The head, who has confirmed by his order the appointment of the commission, approves its composition: the secretary, the chairman and his deputy, and the other members of the commission. On the appointed day, a committee meeting is held.

Conducting voluntary certification implies a preliminary filing of an application by the employee himself, in which the current category and position of the latter are recorded. His knowledge will be similarly tested by the commission on the appointed day.

The period allotted for verification of the application may cover about 30 days, after which the commission will issue its opinion. The duration of the certification itself, taking into account the issuance of the final decision of the commission, can be no more than 60 days.

Results and the right to challenge them

If a teacher expresses partial or complete disagreement with the decision of the commission, he has the right to challenge it in court. Another option is to initiate a special commission on labor disputes. The teacher has 90 days from the date of issuance of the opinion to be able to challenge it.

On the contrary, an employee of an educational institution who is satisfied with the results of the attestation has the right, upon returning to his workplace and presenting the conclusion of the commission to the head, to demand an increase in wages.
