The regional authorities selected three projects for the improvement of the main square of Perm - the esplanade: two were developed by Perm architects, one came from the metropolitan company SB Development, which is related to Sberbank. It is the latter project, according to Kommersant-Prikamye, that is a priority for the regional authorities. At the same time, Sberbank may act as an investor in the project, which is based on the creation of a space with a fountain and artificial hills, which will house an amphitheater. As conceived by the authors, this project will not only organize public space, but also adapt it for public events.
As it became known to Kommersant-Prikamye, yesterday the administration of Perm presented three concepts for the improvement of the esplanade to the deputies of the Legislative Assembly and the Duma of Perm. A day earlier, such a presentation was held for Perm architects.
As one of the meeting participants told Kommersant-Prikamye, the concepts came from SB Development LLC (Moscow), as well as from Perm design bureaus (design and construction company Gorproekt, headed by architect Viktor Shchipalkin and from Arina-Proekt ").
The ideas of Perm architects were previously known. Thus, the project of Mr. Shchipalkin involves a comprehensive modernization of the entire territory, the unification of Lenin, Petropavlovskaya and Sovetskaya streets into a single pedestrian level. It is planned to create a monolithic space on the entire area of the esplanade - from the building of the Legislative Assembly to the street. Krisanov. At the same time, the esplanade itself, according to the plan of Mr. Shchipalkin, will be raised to the same level as the Legislative Assembly building, and the movement of cars and public transport will be organized under it. Arina Project sees the esplanade as an open space with a jet fountain in the center. The "chip" of this project is a large TV screen for broadcasts.
LLC "SB Development" also believes that a fountain should appear on the esplanade, surrounded on three sides by an amphitheater. The basis of the amphitheater will be artificial hills located along the perimeter of the square. They are designed to protect the center of the esplanade from noise and wind. Trees and flowers will grow on the hills, and swings will be installed. With the help of hills, SB Development plans to divide the esplanade from Popova Street to the Legislative Assembly building into two spaces: one will have a fountain, and the second will be oriented towards a prefabricated stage for festive events in the summer season. On the hills, built-in semi-circular multi-level benches for the rest of the townspeople are supposed. As conceived by the authors of the project, these benches are at the same time spectator seats with a good view of the stage for a large number of people.
SB Development LLC is a development company that works with Sberbank projects, in particular, it supports the design of the bank's technopark on the territory of Skolkovo. Recall that back in the summer of 2017, during a visit to Perm, the chairman of the board of Sberbank German Gref suggested that Governor Maxim Reshetnikov equip an esplanade at the expense of the bank. According to a source in the Cabinet, the investor is ready to spend about 200 million rubles for these purposes. Design work is ready to be carried out by SB Development LLC. According to a source familiar with the situation, it is the Sberbank project that is the most promising for the regional authorities, but the authorities want to keep up appearances. A source in the Cabinet told Kommersant-Prikamye that the architects considered all the proposed projects suitable for discussion with the involvement of the public.
The issue of using the esplanade in Perm has been discussed for the last ten years. In 2014, the city authorities tried to implement the construction of an underground shopping center, but the project was frozen due to the crisis. In summer, the esplanade is used for events as a public space, in winter - for organizing an ice town.
According to Perm architect Igor Lugovoi, the Sberbank project does not involve a comprehensive solution to the problems of the esplanade. “The esplanade itself is only one block, and 10-12 more adjoin it, and building another fountain will not solve their problems,” the expert notes. Ice town "Permmyach" on the esplanade will start its work on December 30 at 18:00 and will be open all holidays. On New Year's Eve, the ice complex will become the central venue for festive events. Entrances to the ice town will be organized from Lenina, Popov and Petropavlovskaya streets.
