They define the library as a public information center that provides residents with free and equal access to information in the field of education, culture, art, law, domestic and global library resources. Such a library uses traditional paper and the latest information technologies, its resources include a wide range of documents: books, audio-video cassettes, periodicals, CDs and e-books, databases, Internet resources. In addition, against the general background of libraries that traditionally provide only printed documents, it is considered as a benchmark (model) for the activities of other public libraries.

It is known that not a single library is able to collect and store all the information within its walls, especially a rural one. But digitized information is economical in storage and extremely capacious in content. Network technologies being introduced in rural libraries allow remote use of information collected by larger and more authoritative information centers. Children of the Chuvash hinterland already today have the opportunity to make virtual tours of the halls of the Hermitage, the Louvre, a villager can look at any legislative act, presidential decrees, government decrees, heads of district and village administrations, can write a letter and send it by e-mail, scan the necessary documents, request literature from Russian libraries.

In the process of modernization, all work, information resources of libraries, technologies are rebuilt, premises are reconstructed. Rural twin libraries, as a rule, duplicating each other, define their social niche and functions in a new way. Each of the model libraries has its own "zest": specialized local history and environmental libraries have opened, libraries - centers of education, leisure, family reading. They make their own contribution to the development of a new socio-cultural situation in the region, become the organizers of events that are generally significant for the local community, and contribute to the development of the information culture of the population. Today in the library you can learn how to use a computer, electronic documents, Internet resources. Elderly people are especially surprised when they are seated at a computer and after a while they search the databases themselves. In model libraries, children's computer clubs, youth excursion and local history services are being created, and information support is being provided to rural producers. An important activity of model libraries is the creation of a Consolidated full-text base of normative documents of local governments of the Chuvash Republic. As of January 1, 2004, its information resource comprised over 15.3 thousand bibliographic records and over 1.5 thousand full-text documents. All central district libraries create their own electronic resources. They form electronic catalogs of local lore, keep chronicles of villages, databases of famous countrymen, and their own sites on the Internet. Teachers were the first to positively assess the new possibilities of model libraries and expressed their desire to acquire and distribute local history databases to all schools in the district: "they are very helpful in conducting local history classes with schoolchildren."

The library has always been a favorite meeting place for the villagers. Today, the rural library has changed beyond recognition: it appeared before its former and new readers as an island of comfort and well-being, surprisingly modern and beautiful. A year ago, none of the villagers could even dream that their library would turn into a modern, not inferior to the metropolitan, computerized library . However, you can't go far on external luxury; you had to fill it with no less attractive content. E yesterday, readers could only be offered books, magazines, newspapers, today the range of library services has expanded greatly: users are offered computer tutors, training programs, e-mail, search for information from databases and the Internet, video screening. The quality of the work of rural libraries is gradually changing, users like easy, quick and convenient access to information. Previously, teachers say, in order to help children acquire knowledge, they had to travel to Cheboksary or Kazan. Today, everyone, regardless of age and financial situation, can take advantage of innovations. Residents of other villages kindly envy their countrymen.

The competition is held within the framework of the Federal Target Program "Culture of Russia 2006-2011."

  2. Conditions of the competition
    1. Central libraries of the constituent entities of the Russian Federation that provide methodological assistance to rural libraries in the region, settlement and inter-settlement libraries located in rural areas, library associations and societies registered in accordance with current legislation are invited to participate in the competition.
    2. Rural libraries that currently do not have the status of a model library can take part in the competition, but they carry out projects aimed at providing wide access to socially significant information for various target groups of the population living in rural areas;
    3. Applications are accepted for consideration, containing a description of implemented or accepted for implementation cultural and social projects aimed at providing new forms of information and library services, taking into account the needs and interests of the local community;
    4. Applications from unregistered and commercial organizations, temporary creative teams and individuals are not accepted; for projects related to political and religious propaganda.
  3. Conditions for making and submitting an application
    1. The application and description of the project are submitted to the competition in 2 copies. It is welcome to provide a copy of the application in electronic form on CD.
    2. The title page of the application states:

      Information about the organization submitting the application: full name, postal address with index, telephone (with code), fax (with code), e-mail address, last name, first name, patronymic (in full) of the head of the organization,

      Project data: project name; surname, name, patronymic (in full) of the project manager, phone number (with code), e-mail address.

    3. The application must contain general information about the library, a description of its activities as a model, information about the locality where the library is located, the size and composition of the population, cultural and educational institutions, enterprises, attractions, etc. (no more than 2 pages)
    4. The main description of the project should not exceed 5-7 pages, in 14 font, the volume of applications (photos, presentations, publications in the media, etc.) is not limited. The project description should indicate the goals and objectives of the project, target groups, partner organizations, the content of activities, stages of implementation, the total budget of the project, sources of funding, results and an assessment of the effectiveness of the project.

  4. Terms of the Competition

Project Description

Youth is the most mobile detachment of mankind, the life force of society, a bunch of energy, unspent intellectual and physical forces that need to be released. It is she who will not only live in a new society, but also build it. Libraries are actively helping with this.

The modern library implements successful projects related to various spheres of our life. Today we position the library as a territory of new opportunities, and this territory is just for young people.

The library is an open institution focused on meeting the cultural and informational expectations of the population. What can we do today to make the library for young people interesting and popular? Look for new dynamic forms of work, supplementing them with content that is in line with the spirit of the times.

The leisure of young people differs significantly from the leisure of other age groups due to their specific spiritual and physical needs and their inherent socio-psychological characteristics. Young people are interested in everything new, unusual. They are characterized by the predominance of search activity, they are attracted by entertainment, spectacles, light music, dancing, and games. Due to the fact that negative manifestations in the sphere of leisure are largely due to its disorganization, it becomes necessary to determine ways to influence the leisure sphere of youth life.

The practice of youth leisure shows that cultural and leisure centers do not always build their work based on the interests of young people. It is necessary not only to know today's cultural needs of the young, to anticipate their change, but also to be able to respond quickly to them, to be able to offer new forms and types of leisure activities. And here the library can play a significant role. It is open to young people, it is a platform for their direct communication, interaction with each other, with society, for the exchange of opinions and ideas.

In the MAUK "Intersettlement Central Library" of the municipal district Tuymazinsky district, the number of young people from 15 to 24 years old makes up 30% of the total number of users. In the City Model Library No. 4, which is the basis for the implementation of this project, the number of young people is 39%. Basically, these are pupils, students, young specialists, workers. Work with pupils, students - as the most creative, lively and responsive audience, is always active and consistent.

It is no secret to anyone that today's youth do not have as much free time - from study and work - as, obviously, we would like. Therefore, the issue of leisure for this category of library readers is quite acute. Of course, the library in this case is far from the only and not the first hunter for the leisure time of young people. These can be cafes, cinemas, clubs, discos, etc., where young people prefer to gather in companies of peers and like-minded people.

In order to adequately compete with such serious competitors, the library could interest young people in providing integrated services: not only information, but also services with immersion in culture and creativity.

During the implementation of the project, we hope to identify a special category of young people with creative potential and creative thinking and to form in them the habit of systematic visits to the library in order to turn their leisure time into a means of acquiring not only new experiences, but also knowledge, skills and abilities.

The library today is ready for a frank conversation with young people, we crave change and change, we want to work for the young and together with the young.

Basis for the implementation of the Project:

City model library No. 4 is the largest structural subdivision of MAUK "MCB" of the municipal district Tuymazinsky district. The total area of ​​the library is 324 sq.m. Library fund - more than 36,000 copies. publications. The library annually serves 4,050 users with more than 100,000 titles issued. Number of seats - 70. Number of personal computers - 2, there is an Internet connection. For users there is a legal system "ConsultantPlus".

The library is located in the city center, which is convenient for users. In the service area of ​​GMB No. 4 there are 2 general education schools, a secondary specialized educational institution, a number of enterprises and organizations. The lack of accessible cultural and leisure facilities in this area of ​​the city makes it possible for the library to implement this project.

GMB No. 4 has created a comfortable environment and a favorable information environment that promotes the self-realization of young users and the development of their creative abilities.

The employees of GMB No. 4 are mostly young creative librarians who have some experience in working with a youth audience, they know how to work brightly, they want to communicate, express themselves, which makes it easy to establish contacts among young people. Library youth are mobile, quickly and efficiently pick up innovative, creative ideas and successfully implement them.

Social significance of the Project:

The project will create conditions for the cultural leisure of young people and the realization of their creative potential, as well as support the further sustainable innovative development of library services for the population of the Tuymazinsky district, coordinate the activities of all organizations and institutions working with youth.

Creative-territory START is an initial example of the most demanded forms of organization of free time for young people. Attracting attention to the project will make it possible to identify other areas of active and useful pastime for the young population of the city and involve as many institutions of culture, sports, etc. as possible in this activity.

The model library is an exemplary library located in a well-maintained building, with a well-stocked, diversified fund, equipped with modern computer equipment, using the latest information technologies in its work.

In 2002, the Ministry of Culture of Russia and the Interregional Association of Business Libraries at the expense of the Regional Public Organization "Open Russia", as well as regional and local authorities and sponsors, began to implement the project "Creation of model public libraries in the countryside." Since 2006, the project has been included in the Federal Target Program "Culture of Russia".

Since 2009, with the support of the FTP "Culture of Russia (2006-2011)", the National Library of the Udmurt Republic has been implementing the project "Creation of Model Libraries in the Udmurt Republic". Within the framework of the project in 2009, 2 rural libraries received the status of model libraries. The Ministry of Culture of the Russian Federation provided computer equipment and office equipment for each of the libraries in the amount of 140 thousand rubles, paid for the training of library staff in working with information technologies, and completed the funds with new printed and electronic publications in the amount of 250 thousand rubles. Repair of library premises and ensuring fire and security safety was carried out at the expense of municipal budgets.

In 2011, with the support of the republican target program "Culture of Udmurtia (2010-2014)" within the framework of the project "Creation of Model Rural Libraries in the Udmurt Republic", 1 model library was opened on the basis of rural libraries. The library received computer equipment worth 75,000 rubles. and replenished the fund with printed and electronic publications for 225 thousand rubles.

In 2012, 2 more model libraries were opened. Each received computer equipment and office equipment worth 75,000 rubles. and replenished the fund with printed and electronic publications for 100 thousand rubles.

In 2013, 2 model libraries were opened - in Kiyasovsky and Yarsky districts. Each library received 175,000 rubles from RCP funds, including 61,000 rubles. to equip the library with office equipment and 114 thousand rubles. to replenish the fund with printed and electronic publications.

Everything is relative. The head of the Khirposinskaya rural library of the Vurnarsky district, N. Mikhailova, reluctantly recalls her previous working conditions. In winter, it was cold in the reading room, even coats and felt boots did not save. Readers tried not to linger. Another thing now. Both old and young are glad to look into the "household of Nadezhda Vladimirovna". And not only because it is warm and cozy here. Gasification of the village helped speed up the modernization of the library. Now she is in the rank of model.

In updating the rural library network of Chuvashia, the past year was fruitful. The bar set by the President of the Republic was overcome: by the end of 2004, as planned, 100 model libraries appeared in the countryside. Funds from the republican budget were invested approximately equally in the creation of each of them. The requirements were also the same: to repair the building, to provide telephone communication, heat (the ideal option is gasification), to update the furniture. But the amounts invested from local budgets range from twenty thousand rubles to a million. And this contribution depended not only on the thickness of the purse of municipalities, but also on their readiness for change. For example, Alikovskaya regional library was accepted only conditionally. And the Yantikovites were forced to renovate their library again.

Modernization is a costly pleasure. One pulls the other. For example, 200 meters of asphalt were laid to the Kozlovskaya regional library. In many rooms it was necessary to change the heating system, re-mount the wires. After all, with the advent of new information technologies, the load on the network increases. In the Ibresinsky district, 100 thousand rubles were spent only on the replacement of electrical wiring. Somewhere it was necessary to change rickety fences, demolish dilapidated sheds. Some have spent a lot of money on roof repairs, because you can't put a computer in a room with a leaky roof. Along the way, we have to think about the development of communications enterprises. Most of the model libraries are connected to the Internet. In the rest, either there is no telephone, or the network is so weak that access to the World Wide Web is difficult, as in the Vurnarsky, Shumerlinsky districts. This problem will be solved only with the replacement of old automatic telephone exchanges with modern ones.

It is a pity, of course, that not every library computer can access the global network, but many readers do without the Internet. Most young students and specialists come to the library for specific literature and additional information, for reference materials. And they are placed in electronic editions, which came along with computer equipment. The rural library is already able to meet the needs of students of higher educational institutions. Here you can have lessons in any subject. If, for example, a few years ago, "Eugene Onegin" was studied only from books, but now in the CD you can find critical articles, bibliographic information, even listen to the opera of the same name performed by the best masters of the stage. Such a lesson will not seem boring to anyone. But for this, the teacher himself must visit the library and know its possibilities. 100 models are today 169 units of computers and other equipment, about seven thousand electronic publications and 3.5 thousand video cassettes. All this wealth needs protection, otherwise you can easily be left without a computer, as it was in one of the libraries of the Cheboksary region.

Central district libraries already have their own websites. They competed last year. Batyrevskaya CLS won, the second and third places were won by Tsivilskaya and Yadrinsky library systems. The most relevant and interesting information from the library page is taken to the regional one, and from there to the main republican page (cap.ru). This is a good incentive. There is another plus. Thanks to computer technology, regional book depositories can engage in publishing activities. For example, among the many booklets published by the Shumerlinskaya regional library, there are the following: "Echo of an accident. Does Myslets have a future?", "Work. Protect yourself", "Sober thoughts", "Stalingrad. Event. Symbol", "Valery Yardy "," Yuri Kudakov "and others.

Of course, work in model requires higher qualifications from personnel. Rural librarians have completed week-long courses, constantly receive individual consultations, many of them gained computer literacy at labor exchanges. And the employees of the district libraries traveled to Nizhny Novgorod, Ulyanovsk, Saransk, they were taught the intricacies of drafting projects for participation in various competitions. Go ahead, win grants. Unfortunately, not everyone is active. By the way, a training center is being created at the National Library, the goal is the same - advanced training.

Naturally, the workload of model library workers has increased. However, most of them still receive the salary of ordinary librarians. It is not surprising that more affluent enterprises poach such specialists to themselves. In this case, it is recommended to pay extra to people from the local budget. Unfortunately, one can count on one hand the districts where librarians receive at least small bonuses. The targeted training of these personnel required a lot of effort, money and time. Losing them would be too costly. Moreover, work on equipping book depositories with the latest information technologies will continue. Next in line is the opening of another 38 modern libraries. Well, those who have already received a new status must constantly take care of updating funds and databases. The opportunities for development are endless. Yes, there are already problems. They now, I think, should be more involved in local authorities.

It opened on New Year's Eve in the village of Khirposi, Vurnar district. The first stage of modernization of rural libraries has been completed. What is curious: this was largely facilitated by the gasification of settlements. In the same Khirposy, the librarian N. Mikhailova was sitting at work last winter in her coat and felt boots. And in order not to lose readers, she often went home with a bunch of books. Now the library is warm and cozy. “I don’t even want to leave here, we couldn’t even dream of such conditions,” admits the very first librarian in the village, invalid of the Great Patriotic War G. Spiridonov. The library began in the post-war period with several dozen books in an old cabinet. Today, such a modern information technology has come to the rural outback, which would place the entire library of Gavriil Spiridonovich at that time on one CD. On a computer, you can leaf through the Great Soviet Encyclopedia, read books by foreign and Russian classics, admire works of fine art, find any legal information, a legislative act. There is access to the leading libraries of Chuvashia and Russia.

The breakthrough into the information space has come true. The possibilities of model libraries were the first to be assessed by teachers, agricultural specialists, and young students. Attendance increased by 2-3 times. Back in April 2003, when the President of Chuvashia signed a Decree on the creation of one hundred rural model libraries in 2003-2004, many doubted the successful implementation of the project. Such experiments were also carried out in some other regions of Russia. Notes opened only 4-6 libraries. Our republic has set the highest bar for itself by starting a large-scale transition to a qualitatively new level of library services. For almost two years, the attention of library specialists throughout Russia has been riveted to Chuvashia. Simple curiosity has been replaced by interest, people are already coming to us for experience. Having visited one of the modernized rural libraries, the experience of Chuvashia was positively assessed by the President of Russia V. Putin.

If we count the city ones, there are 102 model libraries open. In the new year, their number should increase by another 38. By the end of 2007, 350 libraries will switch to new information technologies. The President of the Republic set the task of making Chuvashia a civilized, cultural, highly educated, technologically advanced, and innovative region. In achieving this goal, modern libraries should play a significant role.

Last Tuesday, celebrations for the opening of model libraries took place in the village of Shikhazany, Kanashsky, in the village of Vurmankasy, Cheboksary, in the villages of Kovali, Urmarsky, Nizharovo, Yantikovsky and Isakovo, Krasnoarmeisky districts. Repairing and equipping one hundred rural book depositories with modern information technologies in a year seemed at first a difficult task. But here they did it. To date, 97 libraries have acquired a new status. Three more model rooms will open in December.

Moscow colleagues from the Interregional Association of Business Libraries called this process a library revolution. The implementation of the Decree of the President of Chuvashia on the creation of 100 model libraries contributes, especially in the countryside, to improving the quality of life and improving the information culture. In the process of modernization, the entire work of the library network is being rebuilt, its resources are being enriched, and the premises are being reconstructed. Each of the model libraries has its own zest: among them there are specialized local history, environmental, educational, family reading.

Today, in a modern rural library, one can learn how to use a computer, access electronic documents, and access the Internet. Children's computer clubs, youth excursion and local lore services are being opened, and information support is being provided to rural producers. All central district "houses of the book" create their own electronic resources, form local lore catalogues, maintain village annals, and have their own websites on the Internet.

The experience of Chuvashia in the informatization of rural libraries was highly appreciated by the Russian government: it is recommended that all regions of the country adopt it.

In connection with the acquisition of the status of a model library, the central library has new functions and opportunities. Today, it has sufficiently extensive information resources to satisfy a significant part of user requests. First of all, these are reference books, encyclopedias, statistical collections, educational literature on economics, law, etc., acquired by the library, electronic (including multimedia) resources. The library operates a Center for Social and Business Information. It was created to provide information support on legal and social issues to various segments of the population. To date, the Center provides access to the reference and search system "Consultant Plus", BPA STC "System", Internet resources, databases of other libraries in Chuvashia. The city entrepreneurs will be interested in such databases as: "Own Business", "Enterprises of Kanash", digests "Business Etiquette", "To Help Entrepreneurs". Young readers in our Center can learn new technologies: study computer programs on CD-ROM, watch videos to help the learning process. Citizens can get information about the schedule of buses and trains, data on the work of state institutions of the city, addresses, phones, hours of reception of citizens, using the database "Social Information Bureau".

In order to actively promote the library in the information space, expand the system of informing the population about the resources and services of the CLS libraries, a website for the central library system of Kanash was created.

Library users, along with free services, are also offered service ones. This is a comprehensive library and bibliographic service for organizations and enterprises of the city, the implementation of complex references using remote access, thematic selection of literature on order, typing on a computer, scanning, printing information on a laser printer, etc.

A brief analysis of the Center over a short period of time showed that more than 800 inquiries were made, and the visit was 300 people. Quantitative and qualitative indicators show that we are on the right track - the Center needs to develop and improve further.

Subscribers of individual information are readers who are interested in a particular topic. They are given the right of priority to get acquainted with the latest literature on the relevant issue. Information lists for individual information include documents not only from the collections of our library, but also from the collections of other libraries.

Users are interested in various topics: the history of factories and enterprises of the village of Ishley, rare species of endangered plants, gardening, biographies of prominent people and many other things. We embody their interests, we provide a rich choice.

Group and mass work includes a combination of various techniques, including visual forms of informing. These include stands and book exhibitions. Their subject matter is varied. "New Literature" - this is the name of a real exhibition of new books on a variety of issues. Mini and express exhibitions are especially popular in the library. They showcase the most important and interesting publications. We design an exhibition of one article, one newspaper, one magazine.

Book exhibitions have recently been arranged: “Let's take health from nature”, “Through the pages of the Olympic chronicle”, “Learn to see the beautiful”, “Books that are waiting for you”.

We regularly hold specialist days and information days. We spent a day of legal information with the invitation of a lawyer. We made an exhibition on a legal theme. An information digest was held for graduates “I go out on the road alone”.

The library has a local self-government corner “News from the rural administration”. We keep folders: “Resolutions of the Ishley rural administration”, “Chuvashia - the land of coastal willows”, “New documents”, “Famous people of the Cheboksary region”, albums: “Tavan yalam, savna yalam”, “History of the Ishley library”, “Life of the Ishley library” ”, “The village of Ishley in photographs” and others.

Thus, our rural library is moving towards strengthening the information function and is gradually turning into an information center. Not forgetting about the basic, traditional methods of work.

The updated library, which is scheduled to be opened on City Day, September 11, is a pleasant surprise and gift for the Sumerlinians.

In order to rejoice at such a significant event in the cultural life of the city, to rejoice together with the employees of the Shumerlinsk City Central Library, who are always friendly and welcoming, I went to the library, having previously phoned and arranged a meeting with its director E.S. Vildyanova. I saw a renovated reading room, a subscription room, a living room "In the circle of friends", a computer room, a corner "Reader" - for the smallest, who still cannot read.

The last preparations for the opening of the library were going on in the library: someone pasted the letters on the panels, someone fixed them on the shelves with books, someone served the readers. Everything was so exciting, but nice. The premises after the renovation became even more spacious, cozier, brighter.

Librarians worked, regardless of personal time, creatively approached the creation and design of the interior, but not to the detriment of their main work.

I must say that the furniture that the library halls are equipped with was also made with the participation of the workers themselves. At their request, sketches were drawn up, according to which furniture was then made.

The opening of the updated library was preceded by a large amount of work.

But today it's all over. It remains to make the final touches. And today the library will again open its doors cordially to readers, friends, sponsors and assistants, those who helped the library acquire a renewed face, helped bring this happy moment of the grand opening closer.

The living room "In the circle of friends" will again become a meeting place for true and devoted friends of the library. Various educational events will be held here, incl. literary and musical and others.

Exhibitions of Sumerlin artists will be held in the “In the World of Beauty” hall. The department of local lore "Legends of antiquity deep" is, as it were, the initial step towards a broader acquaintance with the life and utensils of our predecessors in the city museum. The department closely cooperates with the museum, various events are jointly held. For example, on City Day, a quiz "Live and hello, my city" will be held here.

The club of billiard lovers works mainly with difficult teenagers, city schoolchildren. Children are interested in this game, they are happy to go here. And in the summer, the tennis table is set outside, and the children play in the fresh air.

But what about in the future?

We will strive to ensure that our library is not only a place for lending books, but becomes a center of communication for all family members, however, this is how it is today, - E.S. Vildyanova. - Through the activities that are held in the library, we try to introduce readers to the world of beauty, instill in them love and respect for parents, for elders, teach them to love their Motherland, nature. Our grandparents say correctly: "A good name is more valuable than wealth." Older people understand that there is wealth today, tomorrow, and the day after tomorrow it may not exist. And only a good name remains forever, even after the death of the person himself.

This truth, contained in the proverb, is convincingly confirmed by the events dedicated to the 75th anniversary of the famous cosmonaut A.G. Nikolaev. The whole republic, honoring the hero of the day, recalled his achievements and successes, comprehending the significance of what he did for Russia, for the whole world.

Shumerlinsky district took an active part in the anniversary events. Particularly great work in this direction is carried out by the Central Regional Library, where many exhibitions and memorial evenings are held. The library did not stand aside from all-republican events.

On September 3, from 13:00 to 14:00, a one-time Internet campaign was held throughout the republic, including an electronic presentation of the database “Shorshely. Space. Shorshely". In our district, the Shumerlinskaya central regional model library, Tuvan and Yumanai rural model libraries joined this action.

Students of the eighth grade of school No. 6 were invited to the Shumerlinsk Central Regional Model Library. The students were interested in learning about the life and work of the national hero, getting acquainted with his biography. The disc will include Nikolaev's memories of childhood, his native village, his first teacher, and the most significant life events. Students with pleasure got acquainted with the gallery of photographs and visited the Museum of Cosmonautics in absentia. A significant moment in the series of anniversary events was the literary and space conference "Earth's Gravity", held on September 6 in the assembly hall of the district administration. The hall was packed. Young people, heads of rural administrations and employees of the district administration were present. It is very sad that such an event coincided with the tragic events in North Ossetia. In his opening speech, the head of the district administration, V.A. Murashkin, recalling the innocent victims of Beslan, called on those present to honor the memory of the dead with a minute of silence. Now you can look into the big world through a miracle screen in almost any village. Of course, we did not see satellite dishes or robotic librarians in the Shumerlinsk Central District Library. Perhaps all this is in the future. As long as people work here. Having heard about model libraries, which is what this one is, we looked into the repository of wisdom. The shelves of the reading room are filled with CDs, audio and video cassettes. Here, of course, traditional books, magazines and newspapers. One thing is obvious - library readers are gradually retraining as computer users. For a year now, the library has been equipped with a basic set of computer equipment, legal reference systems, electronic editions, and the best books. And access to the library resources is free. We are talking with Marina Badina, head of the information and bibliographic department: - There are enough visitors, - says Marina Naimovna. Yesterday, for example, one businessman spent the whole day at the screen, studying the reference and legal system "Consultant Plus". He urgently needed one normative document. It's nice that they come to us for help. Among visitors of the Center - pensioners, students, schoolboys. The real excitement was during the final exams, when the database "Universities" was in great demand. Readers have no problems in handling electronic encyclopedias and reference books. By the way, Marina Naimovna recalls, librarians learned computer literacy themselves, at first being afraid to even touch an expensive car. Every month the information and bibliographic department publishes thematic booklets: on the history of the villages and villages of the region, about the famous Sumerlinians. In early June, the Mariinsky Posad centralized library system received four sets of CDs worth 14,000 rubles. This generous gift was given to all model libraries of our republic, opened within the framework of the Decree of the President N. Fedorov "On the creation of rural model libraries in the Chuvash Republic", by the Interregional Association of Business Libraries. In our district, these sets will be received by the Bolshe-Shigaevskaya, Bichurinskaya, Neryadovskaya rural model libraries-branches and the central regional library of the Mariinsko-Posad centralized library system. The project of creating a network of model libraries has been implemented in the republic since last year. Kanashskaya became the seventieth in a row. It is equipped with a satellite dish and is connected to the Internet. A set of multimedia discs worth 920,000 rubles - a complete collection of classical works with sound and video - was donated to the city by the public organization Open Russia. Now at the meetings of the literary club "Springs", which has existed at the library for more than 20 years, romances written to the verses of famous Russian poets will sound. “It's wonderful that we are creating such modern centers of culture,” proudly says the oldest member of the club, Valentina Pavlovna Vvedenskaya.

According to Irina Ilyina, head of the service department, three-quarters of the library's visitors are young people under the age of 24. So the opinion that young people do not like to read is wrong. The main goal of the district program is the preservation and development of cultural traditions, support for cultural initiatives, the formation of high spiritual and moral qualities of the individual, support and development of amateur art, study of the culture and history of the native land. Every year, cultural institutions hold a regional festival of amateur art "Leysya, song". This year it was held as part of the republican festival and was dedicated to the 60th anniversary of the Victory in the Great Patriotic War of 1941-1945. The best teams of the Bolshechakinsky, Kudesnersky, Chelkasinsky, Kovalinsky, Shikhabylovsky TsSDK were awarded with the Certificates of Honor of the festival and a cash prize.

In April, a regional (within the framework of the republican) review of propaganda teams “Rejoice, victorious Spring!” was held. The best propaganda teams of Kudesnersky, Chelkasinsky, Arabosinsky, Shorkistrinsky, Bishevsky houses of culture reached the final and performed at the Center for Culture and Leisure on May 1.

At the same time, due to the lack of financial resources, not all of the plans were achieved. The Arabosinsky and Shorkistrsky culture houses are in disrepair. The Kovalinsky House of Culture needs a major overhaul of the heating system.

In her speech, Elena Sergeeva noted that the State Council Committee on Culture, Education, Science and National Policy is currently working on the preparation of a number of bills on cultural heritage sites (monuments of history and culture), on education and others, and also dwelled on the need to replenish the book fund in school libraries at the expense of funds contributed by parents, sponsors, etc.; raised issues of strengthening the work of educating young people to love Chuvash literature.

At all times, the fruits of civilization reached the village with a great delay. The difference in the conditions of life, work, study of the villagers and the townspeople forced the rural youth to leave for the cities. And to leave the village without young people means to deprive it of its future. Nowadays, more attention is paid to the arrangement of the rural hinterland. In total, 27 modern information centers have already been opened in the republic under the presidential program for creating rural model libraries. And before the end of the year, computers will start operating in three more rural reading rooms: in Urmary, in the village of Yunga, Morgaush district, and in the village of Srednie Kibechi, Kanash district.

Three model libraries were opened yesterday in the Mariinsky Posad district. They appeared in the Shorshelskaya, Elbarusovskaya rural libraries and the Marposadskaya central regional library. And in mid-November, specialists from the six libraries mentioned must repeat everything they learned with a Moscow teacher who comes to Cheboksary, after which these modern libraries will solemnly open. But the number means little if these institutions do not meet modern requirements. It's time to get serious about restructuring them. Now all republican, central, regional, children's and city libraries have automated workplaces. This allowed Chuvashia to be one of the first in Russia to create a network of legal information centers.

In April of this year, N. Fedorov signed a decree on the creation of 100 model rural libraries. The Ministry of Culture of the Russian Federation assessed this decree as the most significant and notable event in the country's library industry. Why did you start with rural libraries? Yes, because 87 percent of them are in rural areas. And also because the villagers have unequal access to information with the townspeople.

In 2005-2006, 250 libraries are to be modernized. Over time, model libraries and their branches will serve the entire population of the republic.

Now the industry is armed with 382 computers, their number is constantly increasing. The main thing is that they should not be idle. Each librarian must be fluent in computers and not only use ready-made programs, but also create his own database. Computer proficiency testing has already been introduced. Those who do not want or cannot learn how to use it will have to look for another job.

Chuvashia is the first to create a program for the restructuring of cultural institutions in the countryside. Some experience is already there. Educational and cultural centers appeared in some areas. For 2004, 210 rubles 20 kopecks are allocated for each rural consumer of cultural services. Under conditions of such unification, it is unprofitable to maintain and develop institutions scattered throughout small villages. Old, dilapidated clubs and libraries will have to be disposed of.

Of course, the villagers will perceive innovations ambiguously. Obviously, there will be collective letters asking them to keep their little old club. Remember what messages were sent to the authorities when the transformations began in schools (“you remove the school, the village will die”), but these fears subsided with the advent of school buses. Such passions, apparently, will have to be experienced again. Let's hope that they will subside with the advent of educational and cultural centers (names can be very different), bibliobuses and car clubs, which, according to the schedule, will come even to the smallest and most remote settlements.

Without the development of culture, it is impossible to "pull" the village out of its current state. The Russian government adopted the target program "Social Development of the Village". The same project with the calculation until 2010 was adopted in our republic. A more detailed program aimed at improving the culture of the village is also being developed.

Already today we can offer our users the legal databases "Consultant Plus" and "FAPSI", that is, any law, decree, order, instruction, even if it is from 1934, but is valid, can be obtained from our library.

- ...and anyone can come and use the library, even from other villages? And will it be paid?

In general, the library today remains the only information center available to every resident of the district, and available free of charge.

- What new information technologies are used in the library?

New information technologies are one of the most important and priority directions in the library. Since 2002, our library has 3 computers, we expect 2 more computers in the near future. One of the tasks of the library is to create an electronic catalog, moreover, a catalog that our readers could use on their own.

For many, this technology is still new, and therefore unfamiliar. Will the library teach how to use the catalog?

The task of librarians is to teach readers how to work with the electronic catalog and other databases. This is a very important point, since half of our users are students and future students who, while studying at universities and technical schools, will have to work in large libraries, and electronic catalogs have been created in them for a long time. Also, our librarians will train users and work on the Internet.

- An electronic “Bank of legal acts of the Kozlovsky region” is being organized in the library. What it is?

Since 2000, the library has organized the collection; storage and provision for use by the population of official documents of the local administration, that is, a resident of the district can receive a resolution in the library, an order from the head of the district administration, a decision of the Assembly of Deputies, a district program, etc. This is also one of the new directions in the activity of our libraries. By the way, rural libraries also receive similar documents from rural administrations.

Starting from September, the library's "Choose Life" advisory center will resume its work, where films aimed at promoting a healthy lifestyle will also be shown.
