1. These Rules regulate the admission of citizens of the Russian Federation to the Ryazan Guards Higher Airborne Command School named after General of the Army V.F. Margelov for training in basic educational programs of higher and secondary vocational education in accordance with the order of the Minister of Defense of the Russian Federation No. of the year "On approval of the Procedure and conditions for admission to educational organizations of higher education under the jurisdiction of the Minister of Defense of the Russian Federation."

The number of candidates to be enrolled as cadets for the first courses in each military specialty (specialization) is determined by the annual calculations for the recruitment of the first courses of universities with a variable composition, developed by the Main Directorate of Personnel of the Ministry of Defense of the Russian Federation.

2. Admission to the RVVDKU for the first year is carried out on a competitive basis with July 1. Citizens are admitted to study at the school, fit for health reasons to serve in the Airborne Forces:

those who have not completed military service - up to 22 years;

completed military service, military conscripts - under the age of 24;

military personnel under the contract - up to 27 years (age is determined on August 1 of the year of admission).

Citizens are considered as candidates for admission to higher military educational institutions for training by cadets under programs with secondary military special training, until they reach the age of 30 years.

3. For citizens with secondary (complete) general or secondary vocational education, the conditions for admission to study in higher education programs include:

1) assessment of the level of general education (according to the results of the USE):

"Personnel management", USE: mathematics, Russian language, social studies. ( YOUTH );

"Translation and translation studies", USE: foreign language (English, German), Russian language, history. ( YOUTH );

"Infocommunication technologies and special communication systems", Unified State Examination: physics, mathematics, Russian language. ( YOUTH , GIRLS ).

In accordance with the instructions of the Ministry of Education and Science of the Russian Federation, admission to 2019 year is allowed according to the results of the Unified State Examination, confirmed by certificates of the Unified State Examination issued in 2015 , 2016 , 2017 And 2018 years and valid for 4 years.

Admission conditions for studies in secondary education programs

4. For citizens with secondary (complete) general or primary vocational education, the conditions for admission to study in secondary education programs include:

1) determination of fitness for health reasons;

2) assessment of the level of physical fitness;

4) without assessing the level of general education.

5. For admission to the school, candidates submit an application to the military commissariat at the place of residence before April 1 (servicemen - a report on command) and draw up documents. Documents are accepted at the school until May 20 (and for candidates from among the military - until May 15). After the selection committee considers the candidates' documents, calls are sent through the regional military commissariats.

6. Candidates with secondary vocational education, as well as certain categories of candidates, can enroll for training based on the results of general education entrance examinations conducted by the university independently:

on the basis of secondary vocational or higher education;

on the basis of the Federal Law of October 27, 2015 NR 293-FZ, the assessment of the level of general education of candidates from among the Crimeans entering higher education programs should be carried out at the choice of candidates based on the results of the unified state exam and (or) on the results of entrance examinations, conducted by the military educational organization of higher education of the Ministry of Defense of the Russian Federation independently.

7. Candidates specified in paragraph 6 of these Guidelines, at their discretion, pass all general education entrance examinations conducted by the university independently, or pass one or more of these entrance examinations along with the presentation of the results of the Unified State Examination as the results of other general education entrance examinations.

8. The Federal Service for Supervision in Education and Science has made changes to the procedure for conducting the USE in 2019 (instructions dated September 16, 2014 No. 02-624). It is not planned to conduct the Unified State Examination during the period of entrance examinations to universities in July 2019.

In 2019, the results of the USE 2015-2018 are valid. Graduates of previous years who do not have valid USE results apply to the regional departments of education before February 1, 2019 and take the USE in April or May-June 2019 at the place of residence.

The following documents are required to apply for the exam:

copy of the passport;

certificate from the military unit on the service on conscription (under contract);

a copy of the report with the permission visa of the commander of the military unit;

Without the results of the Unified State Examination, candidates who need to enter the Unified State Examination will not be considered for participation in the professional selection!

9. Applicant to the first year for training in specialist training programs has the right to submit an application for participation in the competition at the same time in three areas of training.

When applying for admission to a higher educational institution, the applicant submits:

original or photocopy of documents proving his identity, citizenship;

original or photocopy of a state document on education;

information about passing the exam.

The original documents are submitted before the beginning of the credentials committee. Candidates who have not submitted original documents are not allowed to the credentials committee.

Determination of fitness for health reasons

10. The determination of the suitability of candidates for admission for health reasons is carried out in accordance with the Regulations on the military medical examination, approved by Decree of the Government of the Russian Federation of 2013 No. 565, Instructions on the procedure for conducting a military medical examination and medical examination in the Armed Forces of the Russian Federation, approved by order Minister of Defense of the Russian Federation dated August 20, 2003 No. 200.

To successfully pass the medical commission at the school, you must have a citizen's medical examination card. The card must have the conclusion of the military medical commission, certified by a seal, and all the necessary test results.

Military personnel must additionally submit a medical book, which reflects the results of annual in-depth and control examinations, requests for medical help.

Military personnel and citizens who are in the reserve, having tattoos of a criminal, nationalist or anti-Russian orientation, as well as with profanity, are not allowed to enroll in the school.

Assessment of the level of physical fitness

11. Checking the level of physical fitness is carried out in accordance with the Manual on the physical training of military personnel of the Armed Forces of the Russian Federation and the Methodological recommendations of the Department of Physical Training of the Armed Forces of the Russian Federation for three exercises (minimum threshold):

The results of the physical fitness of candidates are entered in the competitive lists along with the results of passing the exam. For enrollment, a table is used to transfer the amount of points scored in physical training to a 100-point scale.

12. Determining the category of professional suitability in the Armed Forces is one of the main types of professional selection and is a set of measures aimed at achieving high-quality recruitment of military posts.

13. The main stage of work on professional psychological selection is carried out after the arrival of candidates at the school.

The completed forms are processed electronically and are the source material for interviews and identifying motives for admission. During a conversation with a candidate, it is established:

what attracted him to the profession of an officer;

how he prepared himself for it;

what idea does he have about the conditions and procedure for studying at the school, what does he know about the service and activities of the graduates of the school.

Supervision by commanders is carried out during the entire time the candidates stay in the unit. Observation is a purposeful fixation of the studied qualities of the candidate's personality and analysis of their manifestation. The results of the observation are summarized by the commanders and the subcommittee on professional selection are taken into account when making the final conclusion.

14. Individual achievements of candidates are taken into account when making a conclusion about the category of professional suitability of candidates as part of their socio-psychological study.

15. At the final stage of the work, final recommendations are made for each candidate, and the group of professional psychological selection formulates final conclusions.

16. Candidates who did not pass the professional selection, who did not appear for the professional selection without a good reason, who refused to enter the school after the start of the professional selection, as well as candidates who were denied further professional selection due to indiscipline, drop out of the competition and do not enter the school are credited.

If there are vacant training places in the 2nd year of the school, citizens who have completed the first courses of educational institutions of higher professional education and enrolled as cadets for training in the direction of training (specialty) in which they studied, have the right to be transferred to the 2nd year, after passing the combined arms training and acceptance by them of the Military oath, taking into account the transfer of academic disciplines.

Candidates who do not arrive at the place of the professional selection at the school at the scheduled time for a good reason are allowed to participate in the professional selection only if they can pass the professional selection in accordance with its schedule.

Repeated professional selection events with the candidate are not allowed.

Accommodation conditions, working time regulations

17. Cadets who have not completed military service enter into a contract from the second year. Cadets who are passing and have completed military service conclude a contract from the moment of admission. In case of expulsion due to unwillingness to study, indiscipline or poor progress, the payment for the military component of training is reimbursed.

Working time regulations - in accordance with the Charter of the internal service of the Armed Forces of the Russian Federation. The accommodation of military personnel is in barracks and kubrick-type dormitories, depending on the course of study.

Meals for personnel - three times a day, in one shift, in the cadet canteen by the in-line method, according to the standards of the Airborne Forces.

Total for studying at the faculty of secondary vocational education in 2009-2010. 448 people have been enrolled, 343 people are left to serve at the moment.
Several hundred people were weeded out before admission, because. did not show a desire to study, but simply hoped to receive 10-20 thousand scholarships, eat for free and have a roof over their heads. There is a poor work of the military registration and enlistment offices and the command of the units in the selection of candidates.
During the training, another 105 people dropped out for the following reasons:
Cadets who passed the entrance examinations with a "satisfactory" grade receive a salary of 7,000 rubles, this amount does not satisfy them;
While serving (by conscription or under contract) in other troops, there were no strict requirements for service, and upon admission for training, they faced exactingness, the need to comply with the established rules of conduct, and fulfill the prescribed norms of military service;
They made a mistake in choosing a future profession, they realized that military service was not their vocation;
Close relatives and family members are not satisfied with the choice made, they do not agree that the training takes place in isolation from families.

Initially, three students received 7,000 rubles each, but at the moment the situation with payments with all the allowances looks like this:
if there is at least one triple in any of the subjects - 10 thousand;
if there is at least one four in any of the subjects - 15 thousand;
if all the scores of the five are 20 thousand.
Doubles are simply deducted. The teachers are very supportive of this decision, because no need to pull out frank clumsiness and loafers.

Since all cadets of the faculty of secondary vocational education are military personnel undergoing military service under a contract, they, in accordance with Art. 244 of the Charter of the internal service of the Armed Forces of the Russian Federation, it is allowed to stay outside the school until 24:00, and family cadets (whose families live with them) until 7:30 the next day.
The control of the l / s of the faculty departing outside the territory is carried out by the unit commander, the officer who controls the daily routine and the company on duty.

At the moment, first-year cadets (193 people) and second-year cadets (150 people) are studying. We can confidently say that only those who really want to study and serve as a sergeant remained, the rest were eliminated, for example, now 43 cadets are excellent students, 128 are studying for four and five, the rest have a range of grades from "3" to "5". I talked to the guys why they decided to become sergeants. Many are motivated by a good salary and a social package promised upon admission, which is added to the desire to be a military man. There is a part of the cadets who were unsure that they would be able to study under the higher education program for an officer, so they chose something simpler - an average professional sergeant. The contract is signed immediately for 8 years - 2 years and 10 months of training, then 5 years in the army. Recently, an order was issued according to which a cadet who refused further studies of his own free will must return to the state the money spent on his education, until that moment it was possible to quit without any consequences.
Cadets-sergeants and cadets-officers undergo training in the troops directly at the school, commanding platoons of cadets-three-month military service.
The guys' vision of their future is very interesting: "We are the sergeants of the new army! We are the best! We will change the armed forces! We will train soldiers in a new way!" Moreover, they say this without any bragging, but as a matter of course.

94 years ago, on November 13, a glorious military institute of the armed forces of our Motherland was organized - the Ryazan Higher Airborne Command School (RVVDKU) named after General of the Army Vasily Filippovich Margelov.

This institution began in August 1918, when it was decided to form the first infantry courses in Ryazan to replenish the command staff of the young worker-peasant Red Army. On their basis, in the future, they first organized an infantry, and later an airborne school. The birthday of the RVVDKU was November 13, 1918 - the first day when the courses began. Colonel Ivan Alexandrovich Troitsky was appointed head of the school. It was military time, hectic, classes were held at an accelerated pace. The students were given only the very “basics” of military wisdom, they were taught to work with subordinates, to handle. The first red commanders were issued on March 15 of the following year. Every last person they were immediately sent to various fronts of the civil war. In total, during the time the civil war lasted, seven graduations or 499 people passed through the school.

In 1920, these infantry courses were renamed the fifteenth Ryazan Infantry School. The term of study immediately increased to three years. And in the late autumn of 1921, the infantry school was awarded the Revolutionary Red Banner of the All-Russian Central Executive Committee of the USSR for the courage and courage shown by the personnel. In 1937 the school was transformed into the infantry school of Kliment Voroshilov, one of the first Marshals of the Soviet Union. And on August 2, 1941, on the basis of this school in Samara, a military parachute school was secretly created for the education and training of airborne troops. In all papers, the new part was hidden behind the number 75021.

In November 1943, the RVVDKU turned 25 years old. On the day of the anniversary, by the Decree of the Presidium of the Supreme Soviet of the USSR, the training center was awarded the honorary Order of the Red Banner. The document read: "For military services to the Fatherland and great success in the training and education of officers." During the years of the Great Patriotic War, ten valiant graduates of the school were awarded the title of Hero of the Soviet Union.

In the summer of 1958, by decision of the Council of Ministers of the USSR, the secondary Ryazan infantry school was reformed into a higher command combined arms school. The term of study has grown again, now to four years. Graduates of this institution could receive diplomas of higher education, but military training has not changed in any way. Then V.F. Margelov, who headed the airborne troops, proposed to the top leadership of our country to combine this school with the Alma-Ata airborne for the training of airborne officers. In 1959, the two educational institutions merged. On May 1 of the same year, the first group of cadets led by Colonel Leontiev arrived from Kazakhstan. The name - Ryazan Higher Airborne Command - the school received only by the end of their training on April 4, 1964. The military parachute school of Alma-Ata, having become part of the Ryazan, also trained officers of the Airborne Forces of our country.

V.F. Margelov carefully watched the work of the institution. Under his strict guidance, the school grew and acquired an excellent educational base, unrecognizably changed. Much later, in 1995, in gratitude to the merits of the ancestor of the landing service, a monument to the famous general will be erected at the school.

Margelov Vasily Filippovich was born in 1908 in the city of Dnepropetrovsk in a working-class family. He joined the Soviet Army in 1928. He graduated from the Belarusian military school. He served in the army as a platoon commander, then a company and battalion commander. During the Great Patriotic War, he became commander of a rifle regiment, chief of staff, deputy commander of a rifle division, and commander of a guards rifle division. Participated in battles during the crossing of the Dnieper and the liberation of the city of Kherson. He was awarded the honorary title of Hero of the Soviet Union. Later he was the commander of the Airborne Forces. Among other awards, Vasily Margelov is an honorary citizen of Kherson, an honorary soldier of the military unit of the Airborne Forces, a laureate of the State Prize of the Soviet Union, a cavalier of more than 60! Soviet and foreign medals and orders. Died in 1990. In 1962, knowledge in foreign languages ​​was placed at the head of the preparation process. At the same time, the school began to accept and train foreigners. The first of them were the Vietnamese, then the Indonesians appeared. Today, children from thirty-two countries of the world study at the RVVDKU! In 1968, in honor of the fiftieth anniversary of the Armed Forces of the Soviet Union, the school was awarded the Order of the Red Banner for the second time, and in 1989 it received the "Commander's Cross" of the Order of Merit of Poland for excellent training within the walls of the training center for the military personnel of this country. On July 9, 2004, by Order of the Government of the Russian Federation under the number 937-R, the school was renamed for the last time to the Ryazan Higher Airborne Command (Military Institute) named after General of the Army Vasily Margelov. Rumor has it that this was done on the basis of numerous requests from veterans and the staff of the school. In 2006, the school was awarded the Pennant of the Minister of Defense of our country for excellent combat training.

This school never rests on its laurels. Since 2008, the RVVDKU began to train girls in the military profession called "Application of airborne support units." Female officers will command parachute stackers, helping to deploy paratroopers as well as military equipment on special platforms or complex multi-dome systems. Since 2011, on the basis of the training center, courses have been opened to train military priests, as well as rabbis, imams and lamas for the navy and land army.

Today, the institution includes the school itself, a training center sixty kilometers from the city, an aviation squadron and a parachute club. On the basis of the school, dormitories were built to accommodate students, laboratories and educational buildings where classes are held, a shooting range, sports halls, gyms, for teaching martial arts, airborne training, a stadium, a canteen, a cafe, a post office, a club, a consumer service facility, medical Center. The school prepares cadets in two specialties. Commander of an airborne platoon of the Airborne Forces with additional qualifications of a manager and commander of a reconnaissance platoon of paratrooper units of the Airborne Forces with the qualification of a linguist-translator. The military institute has nine military personnel (weapons and shooting, tactical and special training, humanitarian and economic disciplines, materiel and repair, airborne training, command and control in peacetime, operation and driving, physical training, tactics) and three civilian departments (mathematics and physics, foreign languages, Russian). They employ about a dozen doctors of science and several dozen candidates. The system of military education is constantly being improved. Candidates undergo a rigorous multi-stage selection during which a conclusion is formed on the degree of suitability of a particular individual for the needs of the chosen profession. Training at the Ryazan Airborne Forces Institute for all five years is based on the closest combination of practice and theory. Any independent work of cadets to improve their personal skills is welcome and encouraged. During training, cadets spend more than a year in the field. And those who graduate from an educational institution with honors are given the right to choose a place of further service (unfortunately, so far within the limits of the order designated for the school).

Today, the main goal of the RVVDKU is to educate a qualitatively new generation of military leading personnel of any level, capable of serving their Fatherland not under duress, but only out of personal conviction, ready at any moment to defend the independence, sovereignty and state interests of our great country.

  • By the beginning of the war, the school had two battalions of cadets. They were commanded by Colonel Golovlev P.D. and Major Yagudin L.I. Modernity

The educational institution in its composition has its own school, a training center located 60 km from Ryazan in the vicinity of the village of Seltsy, an aviation military transport squadron and the Central Parachute Club of the Airborne Forces.

On the territory of the school there are barrack-type dormitories for accommodating cadets, educational buildings and laboratories for conducting classes (including firing and technical complexes), a shooting range, an airborne training complex, sports and gyms for practicing various types of martial arts, a stadium with a sports town, dining room, cadet cafe, club, post office, medical center, consumer services complex.

The school fulfills the state personnel order for the training of graduates of the Higher Professional Education in three military specialties: "Use of Airborne Forces", "Use of Special Intelligence Units", "Use of Communications Units of the Airborne Forces" and two specializations: "Use of Airborne Support Units" and "Use of Marine Corps Units » with a training period of 5 years, including two platoons of girls are trained in 4-5 courses.

Since 2013, a large-scale reconstruction of the school has been underway. In Ryazan and Sel'tsy, more than 150 different facilities have been built, repaired and reconstructed, gasification has been carried out, roads have been reconstructed, and engineering infrastructure facilities have been replaced. Education

The educational process at the Ryazan Institute of the Airborne Forces differs from the educational process in higher education. Education at the university is based on a close combination of theory and practice, its duration is 5 years, at officer courses (training of commanders of paratrooper companies (battalions) and specialists of the airborne service) - 5 - 10 months. The entire period of study is divided into 10 academic semesters - two semesters per academic year. At the end of each semester and academic year, an examination session is held in accordance with the curriculum. The main forms of students' theoretical work are: listening to lectures, working at seminars and out-of-class consultations; to check and consolidate the knowledge gained in the learning process, laboratory and control work is periodically carried out. As part of the course of practical exercises with a platoon of cadets, group exercises, tactical exercises and exercises, and internships are provided. At the end of each course, starting from the second year of study, cadets are required to submit personal course projects; any independent work of cadets to improve personal skills is encouraged.

During the training, cadets spend more than a year on field trips. Every year, cadets are given a winter holiday vacation of 2 weeks and a basic summer vacation of 30 days.

Cadets who graduated from the college with a diploma with honors enjoy the preferential right to choose a place of service after graduation within the limits of the order established for the school.

Total for studying at the faculty of secondary vocational education in 2009-2010. 448 people have been enrolled, 343 people are left to serve at the moment. Several hundred people were weeded out before admission, because. did not show a desire to study, but simply hoped to receive 10-20 thousand scholarships, eat for free and have a roof over their heads. There is a poor work of the military registration and enlistment offices and the command of the units in the selection of candidates.

During the training, another 105 people dropped out for the following reasons:

Cadets who passed the entrance examinations with a "satisfactory" grade receive a salary of 7,000 rubles, this amount does not satisfy them;

While serving (by conscription or under contract) in other troops, there were no strict requirements for service, and upon admission for training, they faced exactingness, the need to comply with the established rules of conduct, and fulfill the prescribed norms of military service;

They made a mistake in choosing a future profession, they realized that military service was not their vocation;

Close relatives and family members are not satisfied with the choice made, they do not agree that the training takes place in isolation from families.

Initially, three students received 7,000 rubles each, but at the moment the situation with payments with all the allowances looks like this:

Doubles are simply deducted. The teachers are very supportive of this decision, because no need to pull out frank clumsiness and loafers.

I talked to the guys why they decided to become sergeants. Many are motivated by a good salary and a social package promised upon admission, which is added to the desire to be a military man. There is a part of the cadets who were unsure that they would be able to study under the higher education program for an officer, so they chose something simpler - an average professional sergeant. The contract is signed immediately for 8 years - 2 years and 10 months of training, then 5 years in the army. Recently, an order was issued according to which a cadet who refused further studies of his own free will must return to the state the money spent on his education, until that moment it was possible to quit without any consequences.

Cadets-sergeants and cadets-officers undergo training in the troops directly at the school, commanding platoons of cadets-three-month military service. The vision of the guys of their future is very interesting: "We are the sergeants of the new army! We are the best! We will change the armed forces! We will train soldiers in a new way!". Moreover, they say this without any bragging, but as a matter of course.
