The USSR State Radio and Television fund included materials from the Committees and organizations for radio broadcasting and television from 1931 to 1991: the Moscow Radio Engineering Center, the Radiofilm and Sound Recording factories, the All-Union Committee for Radio Broadcasting under the People's Commissariat of Posts and Telegraphs (1931–1932), the All-Union Committee for Radio and Broadcasting under the Council of People's Commissars of the USSR (1933–1949), the State House of Radio Broadcasting and Sound Recording (since 1941), the Committee for Radio Information under the Council of Ministers of the USSR, the Committee for Radio Broadcasting under the Council of Ministers of the USSR (1949–1957), the State Committee on Radio Broadcasting and Television under the Council of Ministers of the USSR (1957–1970), State Committee of the Council of Ministers of the USSR on Television and Radio Broadcasting (1970–1977), State Committee of the USSR on Television and Radio Broadcasting (until December 26, 1991).

The structure of radio broadcasting bodies often changed, and the creation of archives of radio journalism was not given importance for a long time. The systematic formation of the documentary fund begins in 1927. Historical conflicts (the Great Patriotic War, Stalinist repressions, strict censorship, etc.) led to significant losses of the fund's documentary materials. Many materials were lost primarily due to the lack of storage conditions and as a result of repeated “cleansing” of the sound archive for opportunistic reasons. Nevertheless, the RGAFD managed to preserve a significant array of documentary and artistic sound recordings of this fund.

The bulk of the fund is made up of historical and political audio documents. The path traversed by our country is complex and contradictory. All these difficulties and contradictions are directly reflected in the documents of this fund. More details about these and other historical-revolutionary recordings are given in the essay-guide book "The Central State Archive of Sound Recordings of the USSR" published in 1991. Here we only note that they reflect various aspects of the events of the twentieth century, shown through the prism of the perception of Russian revolutionaries. This is Russian-Japanese and First world war, three Russian revolutions, the history of various parties and social movements in Russia. Most of the memoirs are recorded after the fact, sometimes several decades later.

Of particular interest are documents relating to the pre-Marxist stage of the Russian democratic movement. These are a few memoirs of members of the revolutionary organization Narodnaya Volya, recorded in the second half of the 1930s. Among them are the memoirs of the famous Shlisselburg prisoner, the author of the original theory of the history of religion, the poet and astronomer N.A. Morozov about the creation of "Land and Freedom" and acquaintance with K. Marx.

The military history of the country is widely reflected in the materials of the fund. Among them is the story of Lieutenant General of Aviation N.A. Neyelov, dedicated to the heroism of military pilots during the Civil War, sounded in a radio program (zap. 1977). The speeches of S.M. Budyonny (zap. 1963). The participation of women in the civil war is devoted to the speeches of A.N. Furmanova (zap. 1939).

The archive stores several speeches about military leaders and heroes of the Civil War - M.V. Frunze, S.M. Budyonny, V.K. Blucher and others.

The liquidation of the rebellion of the Left Social Revolutionaries in Moscow in July 1918 is told by the former operational commissar of the Cheka I.A. Fridman (zap. 1968) and Marshal V.I. Chuikov (in those days, a cadet of the first Moscow military instructor courses) (started in 1969).

There are audio documents in the fund that tell about the fight against the interventionists and the White Guards on Far East. Detailed memoirs were left by a member of the Far Eastern Bureau of the Central Committee of the RCP (b) M.I. Gubelman (brother of E. Yaroslavsky) (started in 1967). The archive also contains the memoirs of the Chairman of the Council of Ministers of the Far Eastern Republic, designed to play the role of a “buffer” between Soviet republic and Japan P.M. Nikiforov (zap. 1965). The events that ended the civil war in the Far East - the Volochaev Days of 1921, are dedicated to the memoirs of former soldiers of the People's Revolutionary Army of the Far Eastern Republic (Zap. 1968, 1971, 1977).

Phonodocuments tell about the events of the war not only on the territory of the RSFSR, but also in other regions. For example: the events in Ukraine are dedicated to the memoirs of S.M. Klavdiev (zap. 1968), N.R. Izakova (zap. 1977), P.G. Pashkovsky (zap. 1972).

The war with the White Poles is reflected in the memoirs of the former commissar of the cavalry units of the 1st Cavalry Army S.M. Krivosheina (zap. 1969), S.A. Vaupshasov, who fought as part of a partisan detachment on the territory of Belarus (Zap. 1969).

Most of the materials belong to the Soviet era from the mid-30s last century until the early 90s. This is a unique case when a whole historical period in the life of any country has such a complete visual and sound chronicle. There is also a newsreel and art films, and recordings of the first television programs, and reports from the fronts, read by the legendary announcer Yuri Levitan. But, of course, not only historians turn to this archive. Many footage chronicles in modern films and television programs, archival recordings of performers of music and songs of the Soviet era are taken from here.

The archives of the State Television and Radio Fund began to form back in the late 1930s, when the Sound Recording House was opened in Moscow on Malaya Nikitskaya Street. It houses the first Soviet music library, the “golden fund of radio”. At first, recordings of radio programs were stored on gramophone records, but in the first post-war years they were replaced by tape. In the late fifties, when radio had a powerful rival in the form of television, it was decided to combine the audio archive with the film fund. However, huge reels of film (video recorders did not yet exist in those years) required more space and special storage conditions. It was then that a production complex was built in Reutov, near Moscow, where archives of TV programs began to be sent. And the radio archives were moved to the building on Pyatnitskaya Street, which housed the USSR State Committee for Television and Radio Broadcasting. Here, on Pyatnitskaya, in those days there was a part of television and radio studios. It was here that in 1964 the Mayak radio station first went on the air. Programs for broadcasting to foreign countries were also prepared right there, and the State Television and Radio Fund took an active part in their preparation. In the mid-1970s, the prefix “All-Union” began to be added to its name, and the archives expanded so much that new areas were needed for them.

"Digital period"

In the 1980s, the foundation was allocated several more premises - some of the audio recordings "moved" to the building on Novaya Basmannaya. However, time does not stand still: the era of analog recordings has ended and the period of “digits” has begun. There were computers, the Internet. Keeping billions of new records that anyone can now make is ridiculous and impossible. And since the beginning of the 1990s, the State Television and Radio Fund has become an invaluable archive of a bygone era. Today, its funds are gradually being transferred to digital format However, this work is very painstaking: every shabby film, every crumbled tape requires special attention. But the faster our life goes, the more accurately its rhythm is recorded on the Internet, on digital videos, in mobile phone cameras, the more precious the collection of records of the past century stored here becomes. This is evidence of a different life, a different history, a different flow of time.
